�� <br /> � � <br /> REPC�R T : <br /> To #he Honorable Mayor and City Council <br /> From the City Manager <br /> August 9, 2004 <br /> Subject <br /> Brewster Reservoir Site — Consideration of Sale of City-Owned Land <br /> Recommendation <br /> The Mayor and Vice- Mayor requested that staff develop a recommendation for Council's <br /> consultation regarding disposition of this property. Staff recommends that the Council do <br /> the following: <br /> 1. Direct staff to plan for the sale of this property with the understanding that the <br /> property will be used for a large lot residential subdivision consisting of 8 parcels <br /> generally as shown on Attachment 2; and that to ensure that the houses built on this <br /> land are compatible with the surrounding neighbofiood the Citywill, priorto seeking <br /> purchase offers, conduct an environmental review of the site (possibly requiring an <br /> Environmental Impact Report) and also prepare a Precise Plan which will establish <br /> specific zoning standards including a Floor Area Ratio (FAR) as defined later in this <br /> report'. The Precise Plan and environmental review for the project will cost <br /> approximately $200,000. <br /> 2. Have the City appropriate $250,000 which will be reimbursed upon the sale of the <br /> property ($200,000 for the above planning reports and $50,000 for the <br /> Redevelopment Agency which fronted money for surveying and engineering costs). <br /> The Site & Its Environs <br /> This City-owned land consists of approximately 4.21 acres. As shown on the attached site <br /> plan the site is of irregular shape, fronting on both Hillcrest and Upland Roads. There are <br /> currently finro abandoned water tanks (reservoirs) on the site. The site slopes down from <br /> Hillcrest to Upland. The finro tanks are located close to the Upland border. The site <br /> contains many trees, mostly eucalyptus, with a few native oaks. <br /> The site is surrounded on the south, west and north by an island of unincorporated San <br /> Mateo County land within Redwood City. The houses surrounding the site are mostly <br /> older, probably developed in the 1950's or 1960's and the lots vary in size considerably, <br /> ranging anywhere befinreen 5,000 and 25,000 square feet. <br /> ' Floor Area Ratio is a measure of the size of a building in relation to the land on which it sits. It is a planning tool to <br /> control the mass and bulk of a building relative to its site.
