u0ey <br />Minutes of the Regular Meeting <br />Redwood City Council <br />March 2, 1959, 8:.00 P. M. <br />Invocation was led by Reverend David Held, First Congregational Church <br />ON ROLL CALL the following were noted present.- Councilmen Ron W. Fields, Floyd D. Granger., Sidney D. <br />Herkner, John S. Rosselli, Robert V. Spillers, Ray Weymouth, Mayor William H. Royer and City Clerk <br />R. S. Dodge. Also present were City Manager James Be Neal, City Engineer Glenn M. Jain, Assistant <br />City Attorney Axel Christiansen, Police Chief William Faulstich, Assistant Planning Director Leonard <br />Knittel, Building Inspector S. ii. Kreiss, Water Superintendent H. L. Winter, Assessor -Auditor John J. <br />Brophy, Police Captain Theodore Moudakas, and Deputy City Clerk Vivian Holmquist. <br />Councilman Weymouth moved approval of the minutes of February 16th as mailed, seconded by Councilman <br />Spillers and carried. <br />Presentation of model ship Arizona to Mayor by Robert Eberhart, Branch 209 Fleet Reserve, to start the <br />kick-off drive for raising money to build a memorial for the sunken ship at Pearl Harbor. <br />PUBLIC HEARING ON ROBERT P. DAVIS AND ARTHUR RALSTON, d.b.a. VJMLEFIELD MOTORS, 2537 Middlcffield Road, <br />application for a USED AUTOMOBILE DEALERS PERMIT. The affidavit of publication was ordered filed. <br />There being no protests, written or oral, Councilman Spillers moved that the public hearing be closed, <br />seconded by Council man Herkner and carried. <br />Councilman Spillers moved to grant the permit (MINUTE ORDER #59-9), seconded by Councilman Fields <br />and carried. <br />CONTINUATION OF PUBLIC HEARING ON THE APPEAL OF CARMINE CASTALDI FROM THE REDWOOD CITY PLANNING COMMISSION'S <br />DENIAL OF A VARIANCE TO PERMIT CONSTRUCTION OF A SWDUAING POOL 81 from the dwelling instead of the re- <br />quired 101 on Lot 1 and the northeast 101 of Lot 2, Block 3, Villa'Tract, (1302 Norman Street), The <br />Clerk read A letter from the Castaldis withdrawing their appeal. Councilman Spillers moved that the <br />public hearing be closed, seconded by Councilman Rosselli and carried. Councilman Spillers moved to <br />grant the petitioners request and dismiss the appeal, seconded by Councilman Herkner and carried. <br />CONTINUATION OF PUBLIC HEARING ON THE APPEAL OF PATRICIA BAKER FROM THE BOARD OF ADJUSTMENTS DENIAL OF A <br />VARIANCE TO PERMIT CONSTRUCTION OF A SWIMMING POOL 61 from the dwelling and 51 rear yard setback in- <br />stead of required 201 on Lot 14, Block 9, Kensington Square (3302 Dover Road). There being no pro- <br />tests written or oral, Councilman Rosselli moved that the public hearing be closed, seconded by Council- <br />man Weymouth and carridd. <br />Councilman Herkner moved that the Planning Commissionâ–şs recommendation to deny the variance be upheld <br />inasmuch as the people were not present at the public hearings, seconded by Councilman Rosselli and <br />carried. <br />Councilman Spillers moved adoption of ORDINANCE NO. 600.100 AMENDING--CPINANCE NO. 600, THE ZONING ORDINANCE, <br />TO REZONE PROPERTY IN THE VICINITY CF FARM HILLS BOULEVARD AND JEFFERSON AVENUE, FROM "U" DISTRICT TO <br />R -3-G "GARDEN APARTMENT"' DISTRICT, seconded by Councilman Weymouth and carried on roll call, Councilman <br />Rosselli abstaining because he was not present at the time df the public hearing and Councilman Fields <br />abstaining because he was not on the council at the time of the public hearing. The affidavit of public- <br />ation was ordered filed. <br />Councilman Herkner moved adoption of RESOLUTION NO. 2654 WITHDRAWING ANNEXED TERRITORY KNANN AS "COONAN <br />ANNEXATION"FROM WOODSIDE FIRE PROTECTION DISTRICT, seconded by Councilman Spillers and carried unanimously <br />on roll call* <br />AUTHORIZATION FCR CONTRACT ONGINEERING SERVICES ON ENGINEERING PROJECTS. Councilman Granger moved approval <br />of the City Engineerls recommendation to grant the City Manager authorization to negotiate with and <br />employ outside engineering services for preparation of surveys and plans on any engineering projects, <br />
