4140 <br />PROPOSAL FOR EMERALD LAKE STUDIES SHOWING WATER, SEW p DRAINAGE, STREET AND IAT SIZES. <br />George S. Nolte, resubmitted <br />his proposal to provide engineer -planner services for the Emerald Lake Area. He proposes the following <br />scope of work: <br />A. Perform the necessary duties to produce and submit certain specified types of area maps. The general <br />area to be included is -bounded by Canada Road, Edgewood Road, Alameda -de -las Pulgas and the Southerly <br />extension of Vera Avenue, <br />B. A review of the Adamson Report on water and sewage services for the area, and:; <br />W.90 <br />1. Inspect the existing water facilities - (a) Pump stations, (b) Tanks, (c) Reservoirs <br />2. Perform water pressure and flow tests where deemed necessary by the Engineer. <br />3. Prepare written comments on Items B-1 and B-2. <br />4. Prepare layouts of suitable preliminary distribution mains and sewerage collection trunk systems. 004 <br />5• Estimate the construction costs of improvements listed under Item B-4. ...r <br />C. Submit street standards for approval and a generalized cost estimate made on a typical front foot basis. <br />D. Tabulate and key the area assessed valuation and names of property owners to the map Listed in Item A-2. <br />E. Prepare a Planning Analysis of the existing situation to be derived from maps, aerial photographs, meet- <br />ings with representatives of Redwood City, and the Emerald Lake Area residents and field trips to the <br />Emerald Lake Area. <br />F. Recommend standards of development and planning policy for submission to Redwood City and the Emerald <br />Lake residents. <br />G. Prepare a sketch plan for coordinating land use, circulation and public facilities, based upon Redwood <br />Cityfs and the Emerald Lake residents' agreement upon standards for development and planning policy. <br />H. Submit a final plan and a report covering the results of our study and recommendations for improvement <br />of the area. Fifty copies of the report will be included. Additional copies will be prepared at cost. <br />The fee for the above work would be $18,800.00 <br />This was.followed by discussion on whether or not the people in Emerald Lake wanted the survey to be paid <br />from the water fund. One womanresent said she did not want the survey y paid from this fund. Others presnt <br />said they did want the survey. Councilman Weymouth moved that before they authorized the spending of the <br />water funds that a petition be circulated by the people in the Emerald Lake area to see if they want to <br />spend the money for the study, seconded by Councilman.Rosselli. Councilman Granger opposed the spending <br />of the money for anything else but water improvements. He was not against the study, only in the method <br />of obtaining the funds. After further discussion, Councilman Weymouth changed his motion and moved that <br />the area be polled by a double post card be Sent out with a return of address card. This was agreed to by <br />the second of the motion (MINUTE ORDER f60-108) and carried on roll call with Councilmen Fields, Herkner, <br />Rosselli and Weymouth voting yes, Councilmen Granger and Spillers and Mayor Royer voting no. <br />Councilman Fields moved that the Water Department or Auditor bring in a report on the Emerald Lake Funds <br />for the last three or four years showing where the money has gone and how the surplus was accumulated <br />(MINUTE ORDER #60-109), seconded by Councilman Herkner and carried. <br />Councilman Rosselli moved adoption of RESOLUTION N0. 3644 APPOINTING CANVASSING BOARD TO CANVASS ABSENT VOTER • <br />BALLOTS FOR THE APRIL 12, 19600 MUNICIPAL ELECTION, seconded by Councilman Spillers and carried unanimously <br />on roll call. <br />Councilman Spillers moved adoption of RESOLUTION N0. 3045 COMMENDING MEMBERS OF SIX YEAR PLAN CO MMITTEEp seconded <br />by Councilman Weymouth and carried unanimously on,roll call. <br />Councilman Herkner moved adoption of RESOLUTION N0. 3046 com ENDING REDWOOD CITY TRIBUNE AND STAR ADVERTISER, <br />seconded by Councilman Spillers and carried unanimously on roll calls <br />FURTHER REPORT ON EASTER CROSS. The City Manager reported that they had examined the possibility of the use of <br />klieg lights for the lighting of the Easter Cross. The cost of the lighting, beginning Tuesday night, April <br />12th, and extending to Sunday morning at 6 o1clock3 is approximately $300.00, which price includes the test. <br />The amount could come from the Street Lighting account.
