The Project and improvements will not cause a substantial adverse <br />change in the significance of the historic resource at 620 Jefferson <br />Avenue, and that the historic resource will remain eligible for listing in the <br />California Register of Historic Places. <br /> <br />Section 4. Tentative Map TM2015-010: In the exercise of its independent <br />judgment, the City Council finds that: <br /> <br />a. The map, design, and improvements of the proposed subdivision are <br />consistent with the City of Redwood City’s General Plan, Municipal Code, <br />Zoning Ordinance, Downtown Precise Plan, and all applicable subdivision <br />improvements requirements; <br /> <br />b. The site of the proposed subdivision is physically suited for the type and <br />density of the proposed development; <br /> <br />c. The design and proposed improvements are not likely to cause substantial <br />environmental damage, or substantially and avoidably injure fish, wildlife <br />or their habitat, or cause serious public health problems; and <br /> <br />d. The design and proposed improvements of the proposed subdivision will <br />not conflict with essential public easements for access through, or use of, <br />property within the proposed subdivision. <br /> <br />Section 5. Condominium Permit TM2015-010: In the exercise of its <br />independent judgment, the City Council finds that the Project as proposed complies with <br />the requirements of Article XI of the Subdivision Ordinance. <br /> <br />Section 6. Planned Development Permit PD2015-003: In the exercise of its <br />independent judgment, the City Council finds that the project will provide an <br />environment of physical and functional desirability, in harmony with the character of the <br />surrounding neighborhood and Downtown Precise Plan area. <br /> <br />Section 7. The Downtown Planned Community Permit including five Guideline <br />deviations, Tentative Map, Condominium Permit, and Planned Development Permit are <br />hereby approved based on the City Council’s consideration and reliance on the Initial <br />Study (IS) and Downtown Precise Plan EIR and in accordance with the plans, details, <br />and descriptions contained therein, attached hereto and incorporated herein by <br />reference, and subject to the following Conditions of Approval: <br /> <br />General and Ongoing Conditions:
