Amin, Berlin, Claire, Johnson, Smith, <br /> ` Stangel and Chairman Britschgi <br /> Planning Commissioners absent: None <br /> Officials and staff present: City Manager Fales, City Attorney Schricker, <br /> Assistant City Manager Smith, Assistant City Attorney Maloney, Director <br /> of Rublic Works Pusich, Planning Director Schroeter, Planner III Schoenfeld, <br /> and City Clerk Hildebrand <br /> CALL TO ORDER <br /> Mayor Barrett called the meeting to order at 7:45 p.m. <br /> . � <br /> DISCUSSION <br /> Chairman Britschgi commented concerning the role of the Planning Com- "� <br /> mission previousl�r and as presently restructured and inquired about <br /> staff support which might 6e available to assist the Comnission in the <br /> kind of planning efforts contemplated by Council at this time. <br /> Mayor Barrett su►Ymarized the background which has resulted in the re- <br /> structuring of the role of the Planning Corrrtnission, noting that the <br /> intent of Gouncil has been to relieve the Commission of ordinary detail <br /> and allow them to undertake the kind of long range planning needed by <br /> the City and at the same time simplify doing routine business with the <br /> City for both residents with individual problems and developers. He <br /> observed that having such matters handled by a professional planner <br /> acting as zoning administrator provides prompt, efficient response to <br /> applications, noting that applicants who are not satisfied with his <br /> decisions have the right of appeal to Council immediately. <br /> General discussion ensued and comment was made concerning the fact that <br /> restructuring of the Commission came about because former commissions <br /> felt they were bogged down in detail ; that developers and other citizens <br /> were subjected to often costly delays; that Council eventually hopes to <br /> establi.sh a central permit bureau to assist those doing business with <br /> the City; and that most of the present members of the Planning Commis- <br /> sion were not members at the time the need to restructure the Commission <br /> was expressed and implementation commenced. <br /> Commissioner Berlin distributed copies of the result of his research <br /> in other cities in San Mateo County on the use of a zoning administrator, <br /> Jt.Mtg. <br /> Ping/Council <br /> Page 1 <br />
