496 <br /> ORAL COMMUNICATIONS <br /> 1. Councilman Leipzig referred to the large number of claims that frequently <br /> appear on the Agenda, and asked if they might be handled another way. <br /> City Attorney Schricker indicated that to insure compliance with the <br /> statutes, they must be acted upon within 45 days, but that under the new <br /> risk management program, there have been some changes in the procedures, <br /> and that he would check into the matter to see if it is necessary at all <br /> for the claims to be brought to Council. (memo 5/22/79) <br /> 2. Dorothy Batchelder, 430 Arlington Road, indicated she had been requested � <br /> by friends to speak to the Council regarding the recent increase in dog � <br /> license fees, and that for senior citizens, a dog is a necessity, being � <br /> an alarm system, a reason for getting outdoors for fresh air and exercise, <br /> and a companion. She believes that the elderly should be given considera- <br /> tion for a reduced dog license fee. <br /> In response, the Council pointed out that the Peninsula Humane Society <br /> received most of their funds from property tax, which has now been re- <br /> duced 50%, that the animal control services are administered through <br /> the County which lost a large percentage of their revenue under <br /> Proposition 13, and the license fees had to be increased to compensate; <br /> and that people getting a service should pay for that service. � Prior <br /> to the increase which was for the purpose of providing better service, <br /> there were numerous complaints regarding loose dogs, dead animals in the <br /> road and the like, and there was strong support for increasing the license <br /> fees to make the humane society self-sustaining. It was suggested to <br /> Mrs. Batchelder that she could contact the Humane Society if she needed. <br /> more information. <br /> ADJOURNMENT <br /> MOTION: Biagi/Rhodes to adjourn. <br /> Robert Shar , Sequoia Hotel, referred to the Police Officers Association com- <br /> �n cation see pg. l) and expressed support for their request. <br /> Motion to adjourn carried unanimously by voice vote.
