In response to inquiry regarding the fact that although funds were allo- cated to the project to improve Chestnut Street to upgrade that neigh- borhood, nothing has been accomplished, it was explained that the project � has been held up by a suit of the Legal Aid Society on behalf of two clients who preferred the funds be used to rehabilitate housing. Mr. '�'" Fales observed that although the City has conscientiously attempted to me�t HUD requirements, they are f requently changed in midstream and it is hoped something can be accomplished before it is unrealistic to expect the City to proceed on the project. Discussion continued regarding the possibilities of improving the Main Street area, possibly through a redevelopment program, and the need to look at the general area from Main Street to Woodside Road, anticipating that such a study will take time and may cost some money if it is to be worthwhile and used as the basis for improving the area. It was suggested that the Planning Commission take some time to consider what has been discussed and determine the directionin which they wish to proceed. It was also suggested that Council might wish to make a policy statement to the effect that they will not hear an application which has been sub- stantially changed from that which has been presented to the Planning Corrmission and that such applications will be returned with the new in- formation to the Commission for reconsideration.
