396 . <br /> and evaulate it in terms of staff needed in order to accomplish it within <br /> a given time period and then consider funds available for staff, so that <br /> it can be considered for inclusion in the budget. <br /> In response to inquiry regarding the fact that although funds were allo- <br /> cated to the project to improve Chestnut Street to upgrade that neigh- <br /> borhood, nothing has been accomplished, it was explained that the project � <br /> has been held up by a suit of the Legal Aid Society on behalf of two <br /> clients who preferred the funds be used to rehabilitate housing. Mr. '�'" <br /> Fales observed that although the City has conscientiously attempted to <br /> me�t HUD requirements, they are f requently changed in midstream and it <br /> is hoped something can be accomplished before it is unrealistic to <br /> expect the City to proceed on the project. <br /> Discussion continued regarding the possibilities of improving the Main <br /> Street area, possibly through a redevelopment program, and the need to <br /> look at the general area from Main Street to Woodside Road, anticipating <br /> that such a study will take time and may cost some money if it is to be <br /> worthwhile and used as the basis for improving the area. <br /> It was suggested that the Planning Commission take some time to consider <br /> what has been discussed and determine the directionin which they wish <br /> to proceed. <br /> It was also suggested that Council might wish to make a policy statement <br /> to the effect that they will not hear an application which has been sub- <br /> stantially changed from that which has been presented to the Planning <br /> Corrmission and that such applications will be returned with the new in- <br /> formation to the Commission for reconsideration. <br /> It was generally agreed the joint meeting was very worthwhile and that •-� <br /> another meeting might be held in about six months for consideration. of <br /> matters of mutual interest. �� <br /> Adjournment <br /> Mayor Barrett declared the meeting adjourned at 9:55 p.m. <br /> JACQUELINE C.
