Planning Comnission recomnendation re estab- Planning Commission record transmitted 9/6/79 <br /> lishment of Zoning and Permit Fee Schedule <br /> City Manager Fales advised that tMe ordinance <br /> adopted on September 17 (ORDINANCE N0. 1130-193) <br /> allowed a Zoning and Permit Fee Schedule to be <br /> ' adopted by resolution before the October 17 <br /> effective date of the Ordinance. <br /> Discussion fotlowed and Planning Director <br /> Schroeter comnented and repiied to questions <br /> relating to the proposed $15 per half-hour fee <br /> for office consultations with non-Redwood City <br /> residents or property owners; the fact that <br /> whenever a piece of property becomes available, <br /> developers from many areas inquire at length <br /> regarding the use which might be made of it; <br /> the fact that those inquiring usually wish to <br /> do something inconsistent with City policy, <br /> since, otherwise� they could simply meet <br /> zoning requirements and proceed; the fact that <br /> the Planning and other City departments are <br /> paid for by Redwood City taxpayers; the desire <br /> of Council to welcome prospective investors; <br /> and the fact that some developers may take <br /> advantage of the City by demanding unreasonable <br /> e� amounts of City employee time. <br /> In response to question relating to the pro- <br /> �y,,,� posed increase from $50 to $100 for a variance, <br /> Mr. Schrueter advised that at present the total <br /> cost of legal advertising, mailing of notices, <br /> time of the members of the Plan Review Comnit- <br /> tee, time of the Planning Director, and staff <br /> time involved in preparing material and placing <br /> the matter on the Agenda is significantly more <br /> than the E100 charge. He observed that the <br /> variance is for the benefit of the applicant <br /> and, while subsidized to some extent by the <br /> taxpayers, the cost should be borne by the <br /> user of the City's services. <br /> M/S: Title read.
