(continued) City Manager Fales advised that the principal <br /> difference between the driveway change pro- <br /> posals of City staff and United California Bank <br /> (UCB) is that the staff recomnendation involves <br /> the removal of two UCB parking places, while <br /> the UCB proposal involves the removal of two <br /> public metered parking places. <br /> Discussion followed and Mr. Fales corrmented and <br /> repl.ied to questions regarding details of the <br /> proposals for improvement of traffic related <br /> to bank activity. <br /> Ronald Kinsman, UCB, 702 Marshall Street, ad- <br /> vised the bank has attempted to improve the <br /> traffic situation on its property and opposes <br /> any removal of parking places on bank property. <br /> Mr. Kinsman suggested that only one public <br /> parking place need be removed, acknowledging <br /> he does not know what traffic requirements <br /> might be with regard to turning movements, etc. <br /> In response to questions, Director of Public <br /> Works Addiego corranented concerning the two pro- <br /> posals, acknowledging that the UCB proposal is <br /> better with regard to bank traffic, but that <br /> other downtown merchants are involved with <br /> regard to use of the two public metered parking <br /> stalls which would be eliminated, while the <br /> staff proposal would remove UCB stalls only. <br /> Mr. Addiego noted that it is understood UCB <br /> would reimburse the parking district for the <br /> revenue lost from the two parking places, but <br /> stated that there is a great need for the space. <br /> Discussion followed and Mr. Fales, Mr. Addiego <br /> and Mr. Kinsman cormiented and replied to ques- <br /> tions eoncerning details of both proposals and <br /> whether or not two stalls must be removed in <br /> either case.. <br /> � <br /> �Geor e �Eshoo, 702 Marshall, managing owner of <br /> the UCB Building, acknowledged the parking <br /> � problems associated with his building and <br /> urged approval of the UCB proposal. Mr. Eshoo <br /> stated that only one public metered space must <br /> be removed. He agreed to move his trash cans <br /> to a better location. <br /> Mr. Fales advised that the recommendation of <br /> the Traffic Engineer is that two parking spaces <br /> represent the minimum space required to meet <br /> the demands of the necessary turning movement, <br /> such space being based on normal requirements <br /> of average drivers, not just the possibility <br /> of being able to drive a car through the space. <br /> M/S: Biagi/Bury to approve in qrinciple the <br /> proposal of United California Bank with regard <br /> to improvement of their driveway; that deter- <br /> mination will be made by the Traffic Engineer <br /> Reg.Mtg. <br /> 10/15/79 <br /> Page 3 <br />
