(continued) City Manager Fales advised that the principal difference between the driveway change pro- posals of City staff and United California Bank (UCB) is that the staff recomnendation involves the removal of two UCB parking places, while the UCB proposal involves the removal of two public metered parking places. Discussion followed and Mr. Fales corrmented and repl.ied to questions regarding details of the proposals for improvement of traffic related to bank activity. Ronald Kinsman, UCB, 702 Marshall Street, ad- vised the bank has attempted to improve the traffic situation on its property and opposes any removal of parking places on bank property. Mr. Kinsman suggested that only one public parking place need be removed, acknowledging he does not know what traffic requirements might be with regard to turning movements, etc. In response to questions, Director of Public Works Addiego corranented concerning the two pro- posals, acknowledging that the UCB proposal is better with regard to bank traffic, but that other downtown merchants are involved with regard to use of the two public metered parking stalls which would be eliminated, while the staff proposal would remove UCB stalls only. Mr. Addiego noted that it is understood UCB would reimburse the parking district for the revenue lost from the two parking places, but stated that there is a great need for the space. Discussion followed and Mr. Fales, Mr. Addiego and Mr. Kinsman cormiented and replied to ques- tions eoncerning details of both proposals and whether or not two stalls must be removed in either case.. � �Geor e �Eshoo, 702 Marshall, managing owner of the UCB Building, acknowledged the parking � problems associated with his building and urged approval of the UCB proposal. Mr. Eshoo stated that only one public metered space must be removed. He agreed to move his trash cans to a better location. Mr. Fales advised that the recommendation of the Traffic Engineer is that two parking spaces represent the minimum space required to meet the demands of the necessary turning movement, such space being based on normal requirements of average drivers, not just the possibility of being able to drive a car through the space.
