(continued) In response to question, Planning Director <br /> Schroeter advised that at least 12 to 13 years <br /> ago the lots which appear to have development <br /> like that requested were subdivided into the <br /> kind of "flag lots" which Council policy now <br /> opposes and that the dwelling units are on <br /> individual lots. He advised that only three <br /> applications, including the present one, have <br /> been made for dwelling groups since 1964, one � <br /> being to allow occupancy of a home only until a <br /> second home was constructed on the same lot and � <br /> the second never constructed. <br /> City Attorney Schricker advised for the record <br /> that the proposed use of the second dwelling is <br /> not significant and that contrary to what has <br /> been suggested, the dwelling group use would <br /> only be in compliance if the requested use <br /> permit were granted. <br /> Richard Muratore, 250 Alameda de las Pulgas, <br /> urge t at -1 zoning be protected and that <br /> the appeal be denied. <br /> Martha Scholes, 2707 Hopkins, suggested added <br /> tra c an noise will cause deterioration of <br /> the neighborhood and urged the appeal be denied. <br /> Mayor Barrett stated for the record that a <br /> petition in opposition to granting the use <br /> ' permit was filed containing 55 signatures at <br /> 39 addresses; that a petition in support of the <br /> granting of the permit was filed contain9ng 32 <br /> signatures at 19 addresses; and that nine sig- <br /> natures of persons at seven addresses appeared <br /> on both petitions. <br /> Robert Svihus, 249 Alameda de las Pulgas, stated <br /> that he and Elaine Whitmore had signed the <br /> petition opposing the proposed development be- <br /> lieving a duplex was to be constructed and had ,,,,,,� <br /> asked to have their names removed from the <br /> petition. He stated that he favors the granting <br /> of the use permit. � <br /> Mar nott, 2723 Hopkins, stated she is opposed <br /> to granting the use permit because it will in- <br /> crease congestion in the area. <br /> Steve Carli, 235 Alameda de las Pulgas, stated <br /> e s�upports granting the use permit and does not <br /> believe the proposed development will cause <br /> increased traffic. <br /> F1ari1 n Muratore, 250 Alameda de las Pulgas, <br /> urge t e appea be denied. <br /> Mayor Barrett invited anyone else present who <br /> wished to speak to do so.
