He commended the forward looking members of <br /> the Board of Freeholders who proposed the Charter, noting that few changes have ww <br /> been required in the brief, flexible document which is one of the oldest city <br /> charters in California. <br /> CONSENSUS: Mayor Barrett determined it to be the consensus of Council to celebrate <br /> ' the 50th Anniversary of the Charter by: 1) honoring the members of the Board of <br /> Freeholders with a permanent plaque in City Hall; 2) issuing a proclamation de- <br /> claring April 9, 1979 to be "Charter Day"; 3) requesting Senator Garcia and <br /> Assemblyman Naylor to propose a Joint Resolution of the State Legislature com- <br /> memorating the occasion; and by any other means which might be appropriate <br /> during 1979. <br /> Reg.Mtg. <br /> 3/5/79 <br /> Page 3 <br /> ; <br /> � <br /> � <br /> � ``' <br />
