Action delayed until <br /> City Council Meeting� Mlairch 5, 1979 quorum present) <br /> Adfourned Meeting, March 6, 1979 M/S: Biagi/Rhodes to approve the subject <br /> Ad�ourned Meeting, March 8, 1979 Minutes as submitted. <br /> Carried unanimously by voice vote. <br /> STUDY SESSION - Housing and Comnunity Development Strategy <br /> Assistant City Manager Sm1th presented information on Housing and Comnunity Development <br /> Strategy using a flip chart to indtcate federal and city purposes. He reviewed possible <br /> city programs and sources of funds and federal objectives. Mr. Smith distributed copies <br /> of a list of available housing programs with a sumnary of the conditions under whlch <br /> each program might be used. He also distributed copies of a memorandum from himself to <br /> the Downtown Task Force dated May 2, 1977 relating to the California Comnunity Redevelop- <br /> ment Act. <br /> Mr. Smith continued use of the flip chart and comnented concerning the definition of <br /> "redevelopment" and when it might occur, noting State policy is indicated in the appro- <br /> ►t�» priate Code. ' <br /> Planning Director Schroeter described the provisions of the Marks-Foran Residential Act <br /> W. b of 1973, as amended, which might relate to city action with regard to rehabilitation. <br /> He observed that it is designed to work with the Community Development B1ock Grant <br /> Program, although the programs need not be tied together. Mr. Schroeter advised that <br /> Marks-Foran allows loans up to E35,000 wtth a 40-year payout period, stating that for <br /> single-family homes, 80� of the loan must be used for direct rehabilitation wfth the <br /> remaining 20� allowed for cosmetic rehabilitation such as painting, fencing, etc. Where <br /> multi-family residences are concerned, 60� must be spent on rehabilltation and 40% may <br /> be spent for cosmetic treatment of the property, noting that, in any case, each indi- <br /> vidual property is considered separately and certain flexibility exists. <br /> In response to question relating to the necessary bonds, Mr. Smith advised that there <br /> is a bond surplus now which may change if interest rates drop. City Attorney Schrtcker <br /> noted that the bonds would have more flexibility with regard to interest rate then <br /> District bonds. <br /> In response to question, Mr. Schroeter advised the procedure by which the rehabititation <br /> area will be designated.
