2 0 '7 <br /> ,� under the HUD 701 federal grant and the desirability of <br /> proceeding with committee work in the housing area.. <br /> Councilman Leipzig urged Council members to attend the <br /> Human Resources Institute to be conducted by the League <br /> of California Cities in Oakland, September 11-13, 1974, <br /> � observing that the program will involve housing and <br /> other. social concerns. Mayor Weymouth advised tha,t <br /> �„ Planning Commissioners and certain staff inembers have <br /> been invited to attend the Institute and stated that <br /> it is Council concensus that Eugene Moriguchi., the only <br /> active public member of the Housing Concerns Committee, <br /> also be invited to attend. (Memo 8/13/7�) <br /> MOTION: Councilman Leipzig moved, seconded by Council- <br /> man Barrett, to accept the recommendations of the Housing <br /> Concerns Committee contained in the Comm�Lttee report dis- <br /> tributed August 9, 197�, and further, that staff be <br /> directed to commence the appointment process approved by <br /> Council as the procedure to be followed for appointments <br /> to Boards and Commissions (see Le islative Committee <br /> Report No. 74-7 dated May 15, 197�) . <br /> . (Housing Concerns Committee recommendations are : <br /> 1. that the Housing Concerns Committee be con- <br /> tinued; <br /> 2, that the public membership be expa,nded from <br /> three to five and retain three members from <br /> � the City Council and three members from the <br /> Planning Commission; <br /> `"�' 3, that all members serve two-year terms; <br /> 4. that regular business sessions be held at <br /> . 7 :00 a,m. , as in the past, and that special <br /> public sessions, when needed, be held in the <br /> evenings and Saturdays to allow for greater <br /> citizen participation; <br /> 5. that the public members be selected by the <br /> Council through the interview process estab- <br /> lished for permanent City Boa.rds and Commis- <br /> sions; <br /> 6, that the scope of work for the Housing Concerns <br /> Committee consist of : <br /> a. reviewing a.nd updating the statistical <br /> data on housing <br /> b. reviewing adopted housing goals <br /> � c , reviewing and analyzing alternative methods <br /> �* of achieving the housing goals <br /> wrrr d. reviewing methods for reducing racial dis- <br /> crimination <br /> _3_ <br /> 8%1.2%7�+� <br />
