� � � .� �- � .�._.,_._�. _ _ _ - <br /> � (The recommendations contained in the sub�ject <br /> ; report a re as follows : <br /> � <br /> 1. establish a policy of area-wide solicitation <br /> ' of bids for rolling stock; .•� <br /> � 2. elimina.tion of the bid security; ,�; <br /> ' 3. obtain the approval of distribution of funds <br /> ' prior to delivery so that payment may be ma.de <br /> ` after an inspection and acceptance ; and <br /> ; 4. continued utilization of Sta.te purchasing <br /> when deemed to be advantageous. ) <br /> �i � � <br /> ' (Counc-3lman Rhoc�es returned at $ :35 p.m. ) <br /> � <br /> � Discussion followed concerning the desirability of <br /> � patronizing local automobile dealers; the percentage of <br /> � sales tax revenue derived from local automobile sales; <br /> � the undesirability of receiving single bids as has <br /> occured in two insta.nces recently with regard to vehicle <br /> purchases; the advantage to local bidders in any case, <br /> since amount of sales tax would have to be added to <br /> outside bids in order to determine real cost; the fact <br /> ' that warranty service is to be provided by local dealers <br /> = and reimbursed by the automobile company whether or not <br /> the vehicle is purchased locally; and the fact that only <br /> one bidder in the City is qualified to bid on certain <br /> .�. <br /> trucks. <br /> 3 The motion failed on the following roll call vote : �� <br /> - Ayes : Councilmen Henderson, Leipzig, Norris <br /> Noes : Councilmen Barrett, Rhodes, Williams and <br /> Mayor Weymouth <br /> a <br /> ' MOTION : Councilman Barrett moved, seconded by Council- <br /> man Leipzig (see below) , to accept and approve the second, <br /> . third and fourth recommendations of the City Manager con- <br /> tained in his report of May 22, 19?4. <br /> 4 <br /> AMENDMENT : At the request of Councilman Leipzig, <br /> Councilman Barrett agreed to amend his motion to inclufle <br /> � the first recommendation of the City Manager with the <br /> substitution of "trucks" for "rolling stock". Council- <br /> �� man Leipzig then seconded the motion a.s amended . <br /> � AMENDMENT : At the suggestion of City Manager Fales, <br /> � Councilman Barrett, with the consent of his second, <br /> ' agreed to change "trucks" to "trucks of two tons ar more". <br /> � <br /> : (The motion as amended is as follows : to accept <br /> � and approve � <br /> � 1. establishment of a policy of area.-wide ,,..,,�, <br /> solicitation of bids for trucks of two tons <br /> � or more ; <br /> � 2 , elimination of the bid security; <br /> � -E- <br /> Reg.Mt . <br /> :, 8/2E/7�+ <br /> � <br /> � <br /> �._.,,;:��,. . . .y ._ . � . .� ... <br />
