�✓ V � <br /> In response to question regarding insulation, Mr. <br /> Gyselbrecht advised that effective February 22, 19?5, <br /> all residential buildings will have to be specially <br /> insulated for energy savin�. <br /> ,,,�, Tom Hunter President San Mateo Count Buildin Trades <br /> Counci , stated t at he was present in t e be e t at <br /> �Fe—P�umbing Code was set for public hearing (see below - <br /> � public hearing set for November 25, 1974� , but wished to <br /> comment on the Codes before the Council now. <br /> Mr. Hunter criticized all government building depart- <br /> ments as not serving the purpose of protecting the con- <br /> sumer for which purpose he presumes such departments <br /> were created. Mr. Hunter suggested that it would be <br /> more desirable to have higher standards for home build- <br /> ing in spite of the added cost to the buyer, since the <br /> increased cost per home would not be large in terms of <br /> monthly payments over the 25-30 year term of most mort- <br /> gages. Mr. Hunter also suggested that some added <br /> initial costs would result in savings greater than that <br /> cost with regard, for exa.mple, ta energy savings. <br /> Mr. Hunter continued, suggesting jurisdictiona}. disputes <br /> resulting in greatly increased cost to home buyers wi_11 <br /> occur unless such requirements as anchorage of domestic <br /> water heaters are included in the Plumbing Code to be <br /> done by plumbers in accordance with agreements he <br /> stated had been made among interna.tional building trade <br /> � <br /> unions. <br /> Mr, Hunter stated that a certain amount of cheating is <br /> � done by plumbers and plumbing contractors in fulfilling <br /> contracts and recommended building standards be raised <br /> in anticipation of that practice . <br /> Discussion followed and Mr. Hunter replied to questions <br /> and commented further on his remarks. Mr. Gyselbrecht <br /> advised that with regard to anchorage of water heaters, <br /> the anchorage is not related to the function of the <br /> heaters, but is a structural concern relating to pos- <br /> sible hazard in the event of an earthquake. He stated <br /> that there is no need for the a,nchoring to be done by <br /> a plumber, but acknowledged that probably it will be. <br /> For that reason, plumbing bidders will be advised of <br /> the requirement and provided with detailed sketches. <br /> Citizen, 1681 Alameda de las Pulgas, a plumber, advised <br /> a�t school buildings require strapping of water heaters <br /> and includes the requirements in plumbing specifications. <br /> Ronald Krieg, 3726 Laurel Way, suggested that interpre- <br /> �a�ons o uilding inspectors may make a difference <br /> as to the meaning of terms su�h as "fireproof" and <br /> „�. "waterproof.
