Mr. Schroeter reviewed the background concern- <br /> ing Plannin� Commission proceedings which have taken <br /> , place. <br /> Herbert Green, attorney representing the proprietors of �, <br /> e su �ec establishment, stated tha.t none of the con- <br /> i ditions required by the Planning Commission are related ,,,,� <br /> ; to the issuance of the use permit requested by his clients. <br /> Mr. Green suggested similar restraints are not required <br /> '; of establishments in Redwood City competing with his <br /> ' clients and that his cl3.ents are not in a p.osition to <br /> # police the neighborhood with regard to the objectionable <br /> conduct of those in the area. <br /> r <br /> i In response to request from City Attorney Schricker, Mr. <br /> � Schroeter commented �oncerning the background with re- <br /> gard to complaints concerning the establishment and its <br /> � patrons. Mr. Schroeter also replied to questions from <br /> Council on the subject, observing that staff recommenda- <br /> i tion did not result in a recommendation that the use <br /> j permit be revoked, but advised that revocation proceed- <br /> � ings are the vehicle by which a use permit may be re- <br /> viewed and conditions added or removed. Mr. Schroeter <br /> � noted that at one hearing a large number of neighbors <br /> ± of the establishment were present and were quite favor- <br /> } able in supporting it, but had reservations about the <br /> � noise created by patrons during the late hours. <br /> i <br /> ; Herbert Green (see above) showed photographs of the sub- <br /> � �ec es a s ment to Council members. Mr. Green called �"` <br /> � attention to the fact that neither the Police or Fire ; <br /> i Departments observed any increase in problems in the °�"` <br /> � area since his clients ' establishment opened. He sug- <br /> � gested that the area has been known for some t3.me to be <br /> ' a gathering place for youths. <br /> f <br /> � Susan Ke_e�l , 766 Canyon Road, advised that she was present <br /> a one public hearing involving the subject establishment <br /> ! and observed that the already existing �raffic problems <br /> in the area caused by poor lighting and the condition of <br /> the road would be ag�ravated by havin� a number of people <br /> ` leaving an establishment serving beer and wine late in <br /> ' the evening. <br /> MOTION: Councilman Norris moved, seconded by Councilman <br /> ` Rhodes, to close the public hearing. <br /> !
