Mr. � Fales reminded Council that the California Environmental '` Quality Act requires that an environmental impact report on the application be prepared and stated that the pro- gram draft could be used as the sub�ect for the EIR which in turn would permit the City to proceed with the application. Mr. Fales commented on the need for citizen cooperation in preparing the application to HUD and called attention to page 4 of his report of December 5. Discussion followed and Mr. Fales replied to questions concernin� details of the draf t application and the pro- cedures to be followed by the City in connection with the Housing/Community Development Program. MOTIOIV: Councilman Leipzig moved, seconded by Council- man Williams, to accept the report of December 5, 1974 of the City Manager with the application as drafted sub- �ect to possi.ble change and amendment and commence pro- ceedings with regard to the necessary environmental . impact report. The motion carried unanimously by voice vote. Discussion followed and Mr. Fales and Director of Parks and Recreation Weeks replied to questions concerning lighting of tennis courts and anticipated completion time of Phase 2 and Phase 3.
