268 <br /> The State law enacted in 1969 sets forth the method by <br /> which negotiations are to be conducted . The City intends <br /> to follow the law , but to be effective , good faith must <br /> be practiced on both sides . This has been accomplished <br /> by our negotiators with all employee groups in 1971 and <br /> with Police and Fire in 1972 , <br /> The City Council will not now or at a later time negotiate <br /> in a public hearing , and if any further discussions are <br /> to be held they must be held in a manner in keeping with <br /> the spirit of the State law and the appropriate City regula- <br /> tions which implement that State law .
