Minutes of Regular Meeting Redwood City Council October 8 , 1973 7 : 30 P . M . Veterans Memorial Building Pledge of Allegiance was led by GAP Student Sandi Zanardi . Invocation was led by Reverend Richard Bimson , First United Methodist Church . ON ROLL CALL the following were noted present : Councilmen Marguerite Leipzig , Robert E . Norris , Ray A . Weymouth , James S . Williams , Mayor Paul C . Keckley , and City Clerk Marian McCrindle . Councilmen Mary W . Henderson ( vacation , and William C . Rhodes (hospitalization) were noted absent . Also noted present were City Manager James M . Pales , Jr . , City Attorney David E . Schricker , Assistant City Manager James M . Smith , Chief of Police George Bold , City Controller , Treasurer Harriet Drivon , Planning Director Ken Schroeter , and Stenographer Anna Hampton . Councilman Norris moved to approve , as submitted , Minutes of Adjourned Regular Meeting of September 18 , 1973 ; Minutes of Regular Meeting of September 24 , 1973 ; and Minutes of Regular Meeting of October 1 , 19?3 , seconded by Councilman Weymouth and carried . Mayor Keckley brought to the attention of Council and audience that this Council meeting would be the last meeting of Retiring City Clerk Marian McCrindle . Councilman Weymouth moved to adopt RESOLUTION NO , 7013 COMMENDING AND CONGRATU- LATING MARIAN McCRINDLE ON THE OCCASION OF HER RETIREMENT AS CITY CLERK , seconded by Councilman Leipzig and carried unanimously on roll call vote Councilmen Henderson and Rhodes being noted absent . After reading of the Resolution by Mayor Keckley , he noted a framed and signed copy would be given to the City Clerk . COMMUNITY PROGRESS REPORT , City Manager summarized report submitted : Community Development . The value of new construction for the month of September totaled $349 , 685 , as compared to $1 , 821 , 735 for September , 1972 . Fair Oaks Neighborhood Center . Nine applicants for the position of Center Coordinator had been interviewed by the Advisory Board and they anticipated making the appoint - ment in the very near future . The report listed the organizations that had made application to use the Neighborhood Center , and stated that the Advisory Board would begin on October 12th to review the use requests . Transportation . A - survey of ridership indicated that the recent strike of Servicar employees did not adversely affect use of the system . Redwood City Inter Agency Council . City Manager noted this informal organization as having been formed due to the numerous array of social services provided by the various groups and agencies in Redwood City . The function of this Agency would be the sharing of information among agencies , organizations and community , including the consumers of the various services , in order to identify problems and keep informed of policies , services and changes , and coordination of efforts and programs . The Manager ' s report listed the identifiable organizations involved . Councilman Williams expressed his appreciation for the progress listing of the Capital Improvement Program for 1973 -1974 as adopted in the Budget .
