M . <br /> Veterans Memorial Building <br /> Pledge of Allegiance was led by GAP Student Sandi Zanardi . <br /> Invocation was led by Reverend Richard Bimson , First United Methodist Church . <br /> ON ROLL CALL the following were noted present : Councilmen Marguerite Leipzig , <br /> Robert E . Norris , Ray A . Weymouth , James S . Williams , Mayor Paul C . Keckley , and <br /> City Clerk Marian McCrindle . Councilmen Mary W . Henderson ( vacation , and <br /> William C . Rhodes (hospitalization) were noted absent . <br /> Also noted present were City Manager James M . Pales , Jr . , City Attorney David E . <br /> Schricker , Assistant City Manager James M . Smith , Chief of Police George Bold , <br /> City Controller , Treasurer Harriet Drivon , Planning Director Ken Schroeter , and <br /> Stenographer Anna Hampton . <br /> Councilman Norris moved to approve , as submitted , Minutes of Adjourned Regular <br /> Meeting of September 18 , 1973 ; Minutes of Regular Meeting of September 24 , 1973 ; <br /> and Minutes of Regular Meeting of October 1 , 19?3 , seconded by Councilman <br /> Weymouth and carried . <br /> Mayor Keckley brought to the attention of Council and audience that this Council <br /> meeting would be the last meeting of Retiring City Clerk Marian McCrindle . <br /> Councilman Weymouth moved to adopt RESOLUTION NO , 7013 COMMENDING AND CONGRATU- <br /> LATING MARIAN McCRINDLE ON THE OCCASION OF HER RETIREMENT AS CITY CLERK , seconded <br /> by Councilman Leipzig and carried unanimously on roll call vote Councilmen <br /> Henderson and Rhodes being noted absent . <br /> After reading of the Resolution by Mayor Keckley , he noted a framed and signed <br /> copy would be given to the City Clerk . <br /> COMMUNITY PROGRESS REPORT , City Manager summarized report submitted : <br /> Community Development . The value of new construction for the month of September <br /> totaled $349 , 685 , as compared to $1 , 821 , 735 for September , 1972 . Fair Oaks <br /> Neighborhood Center . Nine applicants for the position of Center Coordinator had <br /> been interviewed by the Advisory Board and they anticipated making the appoint - <br /> ment in the very near future . The report listed the organizations that had made <br /> application to use the Neighborhood Center , and stated that the Advisory Board <br /> would begin on October 12th to review the use requests . Transportation . A <br /> - survey of ridership indicated that the recent strike of Servicar employees did <br /> not adversely affect use of the system . Redwood City Inter Agency Council . City <br /> Manager noted this informal organization as having been formed due to the <br /> numerous array of social services provided by the various groups and agencies in <br /> Redwood City . The function of this Agency would be the sharing of information <br /> among agencies , organizations and community , including the consumers of the <br /> various services , in order to identify problems and keep informed of policies , <br /> services and changes , and coordination of efforts and programs . The Manager ' s <br /> report listed the identifiable organizations involved . <br /> Councilman Williams expressed his appreciation for the progress listing of the <br /> Capital Improvement Program for 1973 -1974 as adopted in the Budget .
