Mr , Fales added that the Council might also consider what might be a reasonable amount of money to spend on maintenance of the present shelter during the two - three year period while the Society ' s expanded facility at Coyote Point was under construction . Discussion followed and Mr . Fales responded to questions regarding the results of the Council ' s having authorized the Society to cite pet owners , the accommodations to be offered at the Coyote Point facility , the present disposition of pets being handled by the Society , and the expectation that the subject would be considered soon at a meeting of the San Mateo Council of Mayors . Mr . Fales advised that a staff report could be prepared covering background and the various alternatives which might be pursued , City Attorney Schricker responded to questions concerning the City ' s involvement with the present shelter , stating that the City owns the building and has a lease agreement with the Society, major repairs being the responsibility of the City as lessor . Redesign and Upgrading of Neighborhood Parks City Manager Fales referred to his report of October 12 attaching the report and recommendation from Director of Parks and Recreation Weeks . Mr . Fales stated that he concurs in the recommendation of the Parks and Recreation Commission that the Council approve the scope of work described for Mezes Park , Stafford Park and Fleishman Park and authorize negotiations with the firm of Singer and Hodges Landscape Architects for a contract for their professional services within the budget . MOTION : Councilman Williams moved , seconded by Councilman Leipzig, to approve the report of the Parks and Recreation Commission transmitted by the October 12 report of the City Manager and authorize negotiations for professional services for the redesign and upgrading of the four neighborhood parks referred to therein .
