<br /> Approval of Minutes - October 15 , 1973
<br /> MOTION : Councilman Weymouth moved , seconded by Councilman Leipzig , to approve the
<br /> Minutes of the Council meeting of October 15 , 1973 as distributed .
<br /> The motion carried unanimously by voice vote .
<br /> Public Hearing - Zoning Ordinance
<br /> Mayor Keckley declared open at 7 : 35 p . m . the public hearing concerning proposed
<br /> amendments , additions and deletions to Ordinance No . 1130 , the Zoning Ordinance .
<br /> In response to question from Mayor Keckley , City Clerk Hildebrand advised she has on
<br /> file affidavit of publication of notice of public hearing . Mrs . Hildebrand also
<br /> stated she has on file a letter in opposition to the proposed changes from Jan
<br /> Michalski , 501 Fox Court West , and from the Redwood City/San Mateo County Chamber
<br /> of Commerce taking no position .
<br /> There being no councilmen who wished to speak , Mayor Keckley invited members of the
<br /> audience to do so .
<br /> Carsten Johansen , Peninsula Division of the Building Industry Association ,
<br /> suggested that consideration of the proposed changes to the Zoning Ordinance
<br /> be deferred until development of the General Plan is complete . He stated that
<br /> lower density means higher unit cost because land cost is related to unit cost .
<br /> He stated also that tax rates are usually higher in low density areas .
<br /> Mr . Johansen read a statement by Lee Syracuse , planning director for two Bay
<br /> - Area cities , describing the need for several types of residential zoning for
<br /> people in different stages of life .
<br /> In response to Councilman Henderson ' s statement that both Burlingame and Menlo Park
<br /> have lower density then Redwood City and also have lower tax rates , Mr . Johansen
<br /> suggested those cities might have different characteristics .
<br /> Fred Soderer , Chairman of the Planning Commission , speaking as one member of
<br /> the Commission , stated that the proposed changes to the Zoning Ordinance would
<br /> assist the Commission and the Council in differentiating in the wide area be -
<br /> tween the developments which are acknowledged to be good and those obviously
<br /> not good . Mr . Soderer said that the proposed changes would not jeopardize the
<br /> General Plan .
<br /> City Attorney Schricker requested that the Manager ' s report dated November 2 , 1973
<br /> on Zoning Ordinance Text Amendments be made a part of the record and it was so
<br /> ordered .
<br /> MOTION : Councilman Henderson moved , seconded by Councilman Weymouth , to close the
<br /> public hearing .
<br /> The motion carried unanimously by voice vote .
<br /> The public hearing closed at 7 : 50 p . m .
<br /> MOTION : Councilman Norris moved the adoption of the following ordinance , title
<br /> having been read , seconded by Councilman Leipzig :
