51 <br /> Community Progress Report <br /> City Manager Fales read his Community Progress Report of November 9 , 1973 covering <br /> current Community Development , Public Safety , Administration and Parks and Recrea- <br /> tion matters and attaching letter of November 9 from Director of Public Works <br /> Pusich regarding bacteriological testing of the Redwood Marina area and Redwood <br /> Creek . <br /> In reply to questions from Council , Mr . Fales said that the suitability of water for <br /> water contact sports is merely a measure of water quality and does not represent a <br /> recommendation that the City Marina be used for such sports . He added that when the <br /> water meets the standards required for water contact sports , decisions will have to <br /> be made based on an analysis of the kind of activities to be proposed . Mr . Fales <br /> stated also that the problems of the Neptune Beach area are different from those of <br /> the Marina and work is being done to correct them . <br /> In response to question from Councilman Norris , Police Chief Bold stated that the <br /> "Operation Identification " program has been extremely successful and is available to <br /> any resident of the City . <br /> Consent Calendar <br /> MOTION : Titles having been read , Councilman Henderson moved , seconded by Councilman <br /> Norris , approval of all of the following items and adoption of the appropriate <br /> ordinance and resolutions : <br /> Ordinance No . 1587 Appropriating $ 11 , 480 from Unappropriated Balance of Sewer <br /> Fund to Appropriation for Supplies and Other Services , Sewage Treatment and <br /> Disposal Program , Department of Public Works (approved for first reading <br /> 11/73 ) . <br /> Approval of Manager ' s memorandum re administrative leave for designated <br /> management employees (MINUTE ORDER NO , 73 - 155) <br /> Request of City Attorney for professional services -» Canyon Road Park <br /> Acquisition . <br /> Resolution No . 7050 Approving and Authorizing Execution of Agreement for <br /> Real Property Appraisal Services (Hunt T . Mayor Keckley ordered <br /> the subject letter referred to staff for report back to Council , <br /> Oral Communications <br /> Ronald J . MacQuarrie , Redwood Shores Homeowners Association , described the <br /> National Flood Insurance which could be made available to residents if the <br /> City acted to participate . He requested that staff be directed to investigate <br /> the possibility of City participation . <br /> Councilman Williams advised Mr . MacQuarrie that the City had considered the matter <br /> of National Flood insurance at some length last year and decided against participa - <br /> tion .
