53 <br /> In response to questions , City Clerk Hildebrand stated that she has on file affi - <br /> davit of publication of the notice of public hearing and has received no communi - <br /> cations concerning the subject general plan . <br /> City Manager Fales described the background regarding previous consideration of the <br /> subject general plan , including the agreement with Sam Halsted , of Eco-Management , <br /> the consultant who worked with the Steering Committee for some time , the efforts by <br /> City and County staff , the lengthy public hearing held by the Planning Commission on <br /> August 21 and their discussion at Planning Commission meetings of September 25 and <br /> October 9 resulting in their recommendation of approval of the proposed plan . Mr . <br /> Pales also mentioned that the County Planning Commission has had hearings on <br /> August 27 and September 20 , the latter having been held open until November 28 . <br /> Mr . Fales stated that the proposed general plan is intended to set a course of policy <br /> determination with respect to land use and that implementation recommendations will <br /> then follow , but are not a subject for discussion at this time . <br /> Mayor Keckley introduced Sam Halsted , the consultant from Eco-Management , and ad- <br /> vised he is present to respond to inquiries from Council members or from the audi - <br /> ence . <br /> Mayor Keckley invited anyone present who wished to speak to do so . <br /> Emmet Cashin , President , Fox & Carskadon Inc . ( real estate ) , representing the <br /> owners of Motorcycle Hill , asked that before a master plan for development is <br /> accepted that the possibility of a planned unit development with open green <br /> space be considered for the Hill . <br /> In response to question from Councilman Henderson , City Manager Fales reiterated <br /> that the subject of land use is now before the Council and specific questions deal - <br /> ing with a portion of the planning area may be considered subsequent to the adoption <br /> of a general plan . <br /> MOTION : Councilman Weymouth moved , seconded by Councilman Henderson , to close the <br /> public hearing . <br /> The motion carried unanimously by voice vote and the public hearing was closed at <br /> 7 : 53 p • m • <br /> MOTION : Title having been read , Councilman Henderson introduced the following reso - <br /> lution and moved , seconded by Councilman Leipzig , its adoption : <br /> Resolution No , 7052 Adopting General Plan of City of Redwood City Relating to <br /> Emerald Lake/Redwood City Hillside Area <br /> Discussion followed and City Manager Fales replied to questions concerning the need <br /> for the County to adopt an approach at some level in order to make implementation <br /> possible . <br /> Mayor Keckley noted that the Council has acted swiftly in order to be in a position <br /> to meet the problems involved quickly and expressed the hope that the County will <br /> also act promptly for the same reason . <br /> The resolution was adopted unanimously by roll call vote . <br /> Mayor Keckley thanked Sam Halsted , the consultant , and Planning Director Schroeter <br /> for the outstanding job they have done in the past two years they have been working <br /> on a general plan for the subject area , <br /> Mr . Halsted spoke appreciatively of the Council support his group received and com- <br /> mended Councilman Rhodes who served as chairman of the Steering Committee . <br /> Revocable Encroachment Permit - Wells Fargo Bank , N . A . <br /> City Manager Pales referred to the report of the Director of Public Works of <br /> November 15 , 1973 concerning the subject permit . <br /> MOTION : Title having been read , Councilman Williams introduced the following reso- <br /> lution and moved , seconded by Councilman Weymouth , its adoption : <br /> Resolution No . 7053 Approving and Authorizing Execution of Revocable Encroach- <br /> ment Permit Relating to Use for Vehicular Parking Purposes of Certain City- <br /> Owned Real Property (Wells Fargo Bank , N . A . ) <br /> The resolution was adopted unanimously by roll call vote , <br /> Carl Moroney , attorney representing the owner of the property adjoining Wells <br /> Fargo where the ARCO station is located , requested that the matter be continued , <br /> 11/19/73 <br /> Reg .
