It was <br /> thought that December 17 or January 7 would be acceptable to Council , and staff is <br /> to contact the Association for their decision . (MEMO 12/12/73 ) <br /> Reports of Other Officials <br /> Request of City Clerk for direction re payment for Candidate Statement of Qualifi - <br /> cations , April 9, 1974 general municipal election . <br /> — City Attorney Schricker invited Council ' s attention to the City Clerk ' s memorandum <br /> concerning two election items , one being a request for an indication of Council ' s <br /> desire regarding establishment of a filing fee for candidates , which would entail <br /> introduction of an ordinance , and the other being a request for direction by Council <br /> concerning requirement for a deposit to offset costs of printing the candidate <br /> statement of qualifications . <br /> Councilman Norris expressed opposition to imposing a filing fee , but with respect to <br /> the second item , felt that the City should try to recover a portion of the cost for <br /> printing the statement of qualifications . He suggested a charge of $25 . 00 , with the <br /> City absorbing the difference . Mayor Keckley indicated that he believed the total <br /> cost of printing the statement for the candidates wishing to have them distributed <br /> with the sample ballots should be divided equally among them , He also felt that it <br /> would be wise to require a deposit prior to the election , in view of problems in the <br /> past in collecting from unsuccessful candidates . Councilman Weymouth felt that a <br /> $ 50 deposit should be required , because of the apparent problem in collection . <br /> MOTION : Councilman Williams moved , seconded by Councilman Weymouth , that a deposit <br /> of $ 50 . 00 be required of any candidate who wishes the statement of qualifications to <br /> be included with sample ballots , toward the cost of printing , with the actual cost <br /> to be determined at a later date for either an additional charge or refund to the <br /> candidate . <br /> On the question , Councilman Norris restated his opposition , citing instances where <br /> some candidates had indicated to him that they did not have money to pay for the <br /> statement . He felt that at the local level there was the opportunity and the duty <br /> to allow qualified candidates to run for office without this cost . Councilman <br /> Williams felt that a serious candidate must have the support of people who believe <br /> in him and therefore should be able to receive help with costs . <br /> Motion carried by voice vote .
