59 <br /> Public Hearing - Annexation of Territory to General Improvement District No . 1 - 64 <br /> Vice Mayor Henderson declared open at 7 : 42 p . m , the public hearing on the annexa - <br /> tion of territory to General Improvement District No . 1- 64 (Redwood Shores ) . <br /> In response to question , City Clerk Hildebrand stated that she has on file affida - <br /> vit of publication of Resolution No . 7049 stating the intention of annexing terri - <br /> --- tory and setting a time and place for public hearing , affidavit of mailing to the <br /> owner of property in the subject territory and has received no written communica- <br /> tions concerning the matter . <br /> City Manager Fales observed that the territory is known as the "Brod property " and <br /> that the petitioner , Mobil Oil Estates (Redwood ) Ltd . , is the sole owner of the <br /> property and is requesting annexation in accordance with previous agreements . <br /> Vice Mayor Henderson invited anyone present who wished to speak to do so . <br /> MOTION : Councilman Norris moved , seconded by Councilman Rhodes , that the public <br /> hearing be closed . <br /> The motion carried unanimously by voice vote , <br /> The public hearing was closed at 7 : 45 p . m . <br /> MOTION : Title having been read , Councilman Williams introduced the following reso - <br /> lution and moved , seconded by Councilman Leipzig , its adoption : <br /> Resolution No . 7074 Annexing Lands to General Improvement District No . 1- 64 <br /> of the City of Redwood City . <br /> The resolution was adopted unanimously by roll call vote . <br /> Public Hearing - Open Space and Conservation Element of the General Plan <br /> Vice Mayor Henderson declared open at 7 :46 p . m . the public hearing on the proposed <br /> Open Space and Conservation Elements for the General Plan . <br /> In response to question , City Clerk Hildebrand stated that she has on file affida- <br /> vit of publication of Notice of Hearing and has received no written communications <br /> concerning the subject of the hearing . <br /> City Manager Fales referred to his report of December 14 , 1973 transmitting the <br /> comments of the Civic Cultural Commission and stated that adoption of the proposed <br /> element is recommended , <br /> Planning Director Schroeter reported the unanimous approval of the proposed Element <br /> by the Planning Commission and introduced Ray Schoenfeld of the Planning Department <br /> who served as Project Manager with regard to the proposed Element . <br /> Mr . Schoenfeld reviewed the proposed Element for Council , observing that while Open <br /> Space and Conservation are combined , a distinction should be made between them . He <br /> noted that a periodic review is very desirable , and in response to questions , stated <br /> that many items subject to such review would come under Planning Commission juris - <br /> diction as well as that of other boards or commissions . <br /> General discussion followed , and it was agreed that while other boards and commis - <br /> sions are charged with review of certain matters which would come up in a periodic <br /> review of the Elements of the General Plan , all of them could also be said to be <br /> under the jurisdiction of the Planning Commission . Therefore , it was suggested <br /> that with regard to the periodic review , all matters be transmitted to the Planning <br /> Commission before being transmitted to Council , with the other boards and commis- <br /> sions to retain their right to comment when the matter is before Council . Changes <br /> in the flow chart (Diagram B) would be required along with changes in the related <br /> language . <br /> Vice Mayor Henderson invited anyone present who wished to speak to do so . <br /> Harry Jackson , attorney for Mobil Oil Estates (Redwood ) Ltd . , called attention to <br /> the inclusion of Pond Al2 , Bair Island , as open space . He said that future land <br /> use of that property has not been determined and suggested that further study might <br /> be worthwhile , City Manager Fales advised Mr . Jackson that the Pond is included as <br /> a possible goal as part of the General Plan , and before any use is made of the <br /> property , considerable review would take place , <br /> Larry Schenck, Chairman of the Parks and Recreation Commission , suggested that <br /> references to development of mini -parks are out of date . Mr . Schenck questioned <br /> whether the mention of possible annexation of lands referred to in the third <br /> 12/17/73 <br /> Reg . Mtg . <br />
