Mr . Fales advised that although no decision has been <br /> made by the State Department of Education on the application for operating funds <br /> by the Peninsula Youth Center , the prospective operators of the facility , it is <br /> essential that the City be as ready as possible to implement the child care pro- <br /> gram if the application is approved . <br /> Mr . Pales introduced Antonio Villasenor , the newly appointed Director of the Fair <br /> Oaks Community Center and Mr .
