Dennis Zanardi . <br /> Councilman Weymouth moved to approve , as submitted , Minutes of Regular Meet - <br /> ing of April 16 , 1973 , and Minutes of Executive Session of April 16 , 1973 , <br /> seconded by Councilman Henderson and carried . <br /> Mayor Keckley introduced Mr . David Schutz , Editor of the Redwood City Tribune , <br /> who was presented with a proclamation honoring the fiftieth anniversary of <br /> the publication , and designating May 1 , 1973 as " Redwood City Tribune Day " . <br /> Mr . Schutz responded with appropriate remarks . <br /> . <br /> PUBLIC HEARING , Appeal of TEHANEYCONSTRUCTION COMPANY from the recommendation <br /> of the Planning Commission of the City of Redwood City that a proposed pro- <br /> ject to construct an 18-unit apartment complex at 814-816 Palm Avenue not <br /> be approved , based upon Environmental Impact Report No . EIR 73- 11 , declared <br /> open and affidavits of publication and mailing ordered filed . <br /> Planning Commission at their meeting of March 2.7 , 1973 , concluded that the <br /> proposed project not be approved based upon the Environmental Impact Report . <br /> Planning staff transmittal dated April 10 , 1973 , Environmental Impact Report <br /> 73- 11 and Minutes of the Planning Commission of April 10 , 1973 , along with <br /> memorandum dated April. 20 , 1973 to Council from the City Attorney , letter <br /> dated March 31 , 1973 from Mr . Tehaney , appealing conclusions of the Planning <br /> Commission to City Council , and memorandum dated April 4 , 1973 from Chief <br /> ?Building Official , were ordered to be made part of the record . ( See City <br /> Clerk ' s file -- Planning - Environmental Impact Reports . ) <br /> Planning Director was invited to paraphrase recommendations of the Planning <br /> Commission . He indicated that the Planning Commission made the determina- <br /> tion on the environmental impact report that the adverse impact outweighed <br /> positive impact , for many reasons on which he elaborated . Under the <br /> California Environmental duality Act , Planning Commission recognized they <br /> need not approve projects which they do not feel are fitting or appropriate , <br /> or up to the standards they believe should be achieved . In this instance , <br /> they felt there was room for improvement . He emphasized that the Planning <br /> Commission was looking seriously on the balance of residential to non - <br /> residential developments as it affects economics of the City , and the <br /> ability to provide service . It was felt that residential projects in this <br /> competition for diminishing capacity of certain City facilities should <br /> therefore be outstanding , either in quality or having a needed component <br /> such as low- income housing . <br /> During d .i scilssion , it was established that the project met fully with zoning <br /> requirements , however , in offering an alternate proposal , the applicant came <br /> back with elimination of one studio unit , which the Commission felt was not <br /> 4/23/73 <br /> Reg .
