City Manager Everett asked Council to address the issue of number of events to be held in the downtown area. Consideration of the Downtown Business Improvement Area No.2 (203-19) REPORT: Executive Director Church, July 19, 1993 Redevelopment Agency Director Church presented the staff report and described the chain of events required to disestablish or establish a district. In response to Council questions, Mr. Church advised the BID was created to levy and collect assessments to be used to promote the downtown. Councilmembers discussed why the BID was established; and how, although it 1 augured well for the downtown merchants at the beginning, it did not work out well. TITLE READ.
