In response to Council questions, Mr. Church advised the BID was <br />created to levy and collect assessments to be used to promote the downtown. <br /> <br />Councilmembers discussed why the BID was established; and how, although it 1 <br />augured well for the downtown merchants at the beginning, it did not <br />work out well. <br /> <br />TITLE READ.
