Amendment to the General Plan and Zoning Map, and adoption of a Specific
Plan to construct a large Residential project in Redwood Shores (Lido
Neighborhood) (continued from June 21, 1993) (901-11)
REPORT: Acting Planning Director, July 26, 1993
Mike Gibson, Redwood Shores Inc., developer of the proposed Lido
Neighborhood project, showed slides and described the specific plan for 622
(formerly 591) residential units, including open space and amenities,
roadways, public/semi-public uses and commercial use. In response to
Council questions Mr. Gibson described the amendment of the specific plan to
include 110 units (up from 139) on Parcell with 20 units to be affordable
housing units, which will result in a total of 622 units; and the rationale
behind requiring only 2.0 parking spaces based on the experience in
Harborside Apartments with less than 2.0.
City Attorney Schricker provided information regarding avigation easements
including the issue of appropriate notification, airport zoning regulations
and CICAG and ALUC current deliberations.
Carole Ford, Redwood Shores resident and pilot, and Jay White, President of
the San Carlos Pilots Association, asked Council to require the developers
of the Lido project to grant an avigation easement to the San Carlos
Airport. Mr. White advised an avigation easement does not give pilots more
rights than they have now and there are avigation easements in the South
Shores area and other flight pattern areas. In response to Council's
concerns regarding taking away a person's right to redress of grievances,
Mr. White advised that San Carlos Airport is an important part of the
national transportation system, a valuable asset to the County and should be
protected.
General discussion ensued regarding: are avigation easements legal; are
avigation easements compensable; are avigation easements necessary; do
avigation easements deprive residents of legal recourse; how best to notify
Regular Meeting Minutes
July 26, 1993 MINUTE BOOK NO. 51
Page 1 Page No. 487
"-"-""".."-"--"-""_..._-" 1
