<br /> CONSENSUS: It was determined by Mayor Buchan that it was the consensus of <br /> the Council to accept the findings as stated in the Acting Planning <br /> Director's report of July 26, 1993: <br /> FINDINGS <br /> The Zoning Administrator denied the project because he was unable to make <br /> the required findings necessary for granting the Variance. Spec ifi ca 11 y, <br /> there are no special circumstances applicable to the subject property. It is <br /> flat, rectangular in shape, and is an appropriately sized parcel for the <br /> existing two legal units. <br /> In addition, the granting of a Variance would constitute a grant of special <br /> privilege. The City would set precedents by sanctioning an illegal, <br /> non-conforming unit. <br /> Finally, the granting of the Variance would adversely affect the general <br /> welfare of the community because there are only two legal parking spaces on <br /> the site (garage), where six are required. <br /> The applicants have submitted a letter of justification for the Variance, <br /> which is enclosed. In it they state that granting a Variance would not <br /> constitute a grant of special privilege because "there exists numerous other <br /> lots in the immediate area improved by three or more units." <br /> A land use survey of the immediate area conducted by staff (see attached <br /> map) indicates that the majority of parcels have single family and duplex <br /> units. A three unit parcel would not be indicative of the surrounding <br /> densities. <br /> MINUTE ORDER NO. 93-169 <br /> ---------------------------------------------------------------------------------- <br /> 1. MATTERS OF COUNCIL INTEREST <br /> A. Councilwoman La Berge presented an update on the work of the Facilities <br /> Committee and advised that the Belmont School District and Redwood City are <br /> discussing property appraisals for the proposed new school and community <br /> center in the Redwood Shores Neighborhood. <br /> B. Councilwoman Gasparini reported on the excellent League of California Cities <br /> Executive Forum she attended last week, and advised she would distribute <br /> information she gathered there in the near future. Councilwoman Gasparini <br /> reported that some cities in California have adopted cities in the midwest <br /> devastated by the recent floods. Mayor Buchan asked her colleagues to <br /> contact her to discuss this issue. <br /> MEMO 1/21193 <br /> C.
