68 <br /> Councilman Henderson noted the anticipated deficit in Water Funds for <br /> 1973 --7t and City Manager responded that this did not take into account <br /> pressure relief that might be accomplished by additional revenue from <br /> water . <br /> Under Assumptions for Estimating Revenues , Councilman Henderson questioned <br /> whether it was felt that the level of property tax rate could be main - <br /> tained , and City Manager advised this was one of the goals . <br /> Civic Center Development . City Manager indicated that what was being <br /> proposed was allocation of $1501000 in 1972 --73 for property acquisition , <br /> for 900 Main Street and 923 Jefferson Avenue , to be used for the <br /> Library audio -visual program along with the Personnel function , and for <br /> storage , particularly for use by the Police and Planning Departments . <br /> Allocations in the three ensuing years were not specifically pinpointed <br /> in terms of parcels of property , but would involve those in the Civic <br /> Center area . No funds were allocated for actual construction , because <br /> it is proposed to give the plan a detailed study in this fiscal year <br /> and to come back to Council with a revised proposal . <br /> Fire Protection . City Manager noted that $ 10 , 000 were proposed in the <br /> 1972 -73 budget for design of a new Fire Station No . 2 , (Myrtle and <br /> Jefferson) at existing site , and that funds were proposed for the <br /> subsequent fiscal year for the construction . For Fire Station No . 5 <br /> (Redwood Shores area ) , property is proposed to be acquired after a <br /> site selection study . The site may also be used for decentralized <br /> Civic Center activities . In response to concern expressed by Council - <br /> man Norris as to the interval of time before the station i_ s built , <br /> City Manager assured him that service would continue to be provided by <br /> Belmont Fire Protection District , which has been excellent and reason - <br /> able in cost . <br /> Municipal Marina. Improvements . City Manager commented that no <br /> improvements are being proposed other than parking lot lighting, <br /> pending completion of the vlaterfront element of the General Plan . <br /> Councilman Henderson felt that the key point in this proposal was what <br /> was not going to be done , noting that this indicates there is no <br /> commitment that dredging will be done . <br /> Park Development . City Manager reviewed the proposals with respect <br /> to Red Morton Community Park , first , to acquire an additional six <br /> acres in the 1972 -73 allocation . It was noted by Council that addi - <br /> tional tennis courts were proposed , but there was no recommendation to <br /> install lighting at existing courts , particularly at Bay Road . City <br /> Manager indicated there was certain flexibility in the projections <br /> 6 - 17-72 <br /> Adj . Reg . Mtg . <br />
