68 Councilman Henderson noted the anticipated deficit in Water Funds for 1973 --7t and City Manager responded that this did not take into account pressure relief that might be accomplished by additional revenue from water . Under Assumptions for Estimating Revenues , Councilman Henderson questioned whether it was felt that the level of property tax rate could be main - tained , and City Manager advised this was one of the goals . Civic Center Development . City Manager indicated that what was being proposed was allocation of $1501000 in 1972 --73 for property acquisition , for 900 Main Street and 923 Jefferson Avenue , to be used for the Library audio -visual program along with the Personnel function , and for storage , particularly for use by the Police and Planning Departments . Allocations in the three ensuing years were not specifically pinpointed in terms of parcels of property , but would involve those in the Civic Center area . No funds were allocated for actual construction , because it is proposed to give the plan a detailed study in this fiscal year and to come back to Council with a revised proposal . Fire Protection . City Manager noted that $ 10 , 000 were proposed in the 1972 -73 budget for design of a new Fire Station No . 2 , (Myrtle and Jefferson) at existing site , and that funds were proposed for the subsequent fiscal year for the construction . For Fire Station No . 5 (Redwood Shores area ) , property is proposed to be acquired after a site selection study . The site may also be used for decentralized Civic Center activities . In response to concern expressed by Council - man Norris as to the interval of time before the station i_ s built , City Manager assured him that service would continue to be provided by Belmont Fire Protection District , which has been excellent and reason - able in cost . Municipal Marina. Improvements . City Manager commented that no improvements are being proposed other than parking lot lighting, pending completion of the vlaterfront element of the General Plan . Councilman Henderson felt that the key point in this proposal was what was not going to be done , noting that this indicates there is no commitment that dredging will be done . Park Development . City Manager reviewed the proposals with respect to Red Morton Community Park , first , to acquire an additional six acres in the 1972 -73 allocation . It was noted by Council that addi - tional tennis courts were proposed , but there was no recommendation to install lighting at existing courts , particularly at Bay Road . City Manager indicated there was certain flexibility in the projections 6 - 17-72 Adj . Reg . Mtg .
