93 <br /> Mayor Keckley noted that the proposed Ordinance had been reviewed <br /> and recommended by the Board of Building Review , Ordinance Review <br /> Committee , as well as the Chief Building Official . Chief Building <br /> Official indicated that the recommendation of Building Department , <br /> supported by Board of Building Review and Ordinance Review Committee , <br /> was to adopt the Electrical Code in its original form without <br /> technical amendment , as the present Ordinance requires . Amendments <br /> referred to in the ar;enda were purely administrative and required for <br /> City departments to function in accordance with Charter and Code . <br /> He briefly outlined the efforts of Ordinance Review Committee , the <br /> Board of. Building Review , and staff in studying the proposal over a <br /> period of several months , and their conclusions , <br /> Mr . Wayne Thomas , Business Manager , Local 617 <br /> of International Brotherhood of Electrical <br /> Workers , spoke in opposition to adoption of the <br /> Ordinance , which would allow non-metallic <br /> cable to be used rather than metal raceways . <br /> He felt that metal raceways were safer and <br /> offered more versatility where insertion of <br /> additional wiring could be accomplished without <br /> opening walls . He recommended that Romex be <br /> restricted to dwelling units and to voltage of <br /> 200 or less , In response to question by <br /> Councilman Rhodes , he indicated that he believed <br /> Romex was not less efficient , but was less safe <br /> in that non-metallic cable is easier to abuse and <br /> thus more of a hazard . He stated he would like <br /> to see metal raceways a National minimum standard , <br /> Andy Hard , representing San Mateo Chapter of <br /> National Electrical Contractors Association <br /> commented on survey conducted by the Chapter <br /> with respect to non-metallic cable , and that <br /> it was their conclusion from data furnished <br /> by a number of large cities throughout the <br /> country that more problems were encountered where <br /> Romex was installed from the standpoint of fires . <br /> Paul Regner, Electrician , indicated disapproval <br /> of the use of non-metallic cable . <br /> Ed Toll , Electrician , Local 617 , spoke in <br /> opposition of adoption of the Code by the City, <br /> indicating he would not like to see Redwood City <br /> accept minimum standards . He suggested that the <br /> main pressure to change would arise from the <br /> ability to obtain government funding to build <br /> dwellings , and did not feel this was sufficient <br /> reason since those funds were not a free gift <br /> to anyone , <br /> Mayor Keckley invited spokesmen in favor of the adoption to come forward . <br /> Andy Sabhlok , Project Director, Building Code <br /> Action , Building Code Consultants with Associated <br /> Home Builders , indicated they had reviewed <br /> the proposed ordinance and approved of it . He <br /> indicated many other cities in the Bay Area had <br /> • adopted the Code without amendments , and this <br /> would provide higher level of safety while <br /> reducing cost of construction . He urged that <br /> City adopt the proposed Ordinance . <br /> Creighton Schwan , Engineering and Safety <br /> Regulations Department , National Electrical <br /> Manufacturers Association, noted increasing <br /> demands on electrical energy due to increasing <br /> population and despite this fact , the incidence <br /> 7-10-72 <br /> Reg .
