E) c) REQUIREMENTS OF REDWOOD CITY MUNICIPAL TRANSIT SYSTEM, seconded by Councilman Leipzig . Chapter 1400 , 1971 Statutes (Mills --Aiquist --Deddeh Act ) provides that municipalities may file claims for funds derived from the sales tax imposed upon gasoline sales . In connection with acquisition of new mini buses , City requires such funds . Adoption of the resolution would authorize and direct Staff to prepare and file the necessary application . Motion carried on roll call vote , Councilman Williams being noted absent , APPOINTMENTS , Port Commission , Nominations had been made for two vacancies . Ballots were cast , following which Mayor Keckley announced the appointment of Mr , Gary Doupnik and Mr . Gerald O . Johnson to terms on the Board of Port Commissioners expiring in 1977 . (MINUTE ORDER 1-72.135 ) Councilman Leipzig suggested that since the current vacancies had now been filled on the various Boards and Commissions , this might be a good time to request guidelines for commissions . She expressed particular concern with regard to the Civic Cultural Commission , whose members apparently do not have a clear understanding of what is expected . Mayor Keckley noted that he and the City Manager had met one evening with that Commission in an effort to acquaint them with requirements under the Charter and Code , but uith little success . and � � �� success . Councilman Henderson suggested that rather than written guidelines , prhaps better communication with the Commissions by means of periodic meetings with them might be desirable . Councilman Leipzig also felt that it would be helpful to Council if candidates could be interviewed prior to appointment .
