Councilman Henderson noted report from City Attorney containing an evaluation of the organization , and moved that the City join the Environmental Quality Coordinating Council and make the payment of. $100 fee for 1972 -73 , seconded by Councilman Norris and carried . (MINUTE ORDER #72 -139 ) 2 , A . E . Shoemaker , 3485 Hoover Street , protesting inclusion on of garbage collection fees on water billing , since claimed had been handling individually for past 20 years . -- Councilman felt that the letter raised some serious questions indicating similar concern had been expressed by a number of people , and that it would be helpful to everyone in giving a response if Staff would provide a satisfactory answer to the question . Mayor Keckley advised that to prepare himself to respond to this gentleman , he had done some investigating of the law and found that this was a compulsory requirement of the County Health Department , in effect in all cities in the County for fifteen years .
