Subject agreement would allow <br /> engineering and construction on the project to proceed . Motion <br /> carried on roll call vote , Councilman Henderson being noted <br /> absent . <br /> Legislative Committee Report 72 -3 (and supplement to Legislative <br /> Committee Report dated July 24 , 1972 ) , Councilman Henderson , <br /> Chairman , <br /> Committee had met on July 19 , 1972 to review legislation of <br /> interest to the City , and had prepared written comments and <br /> recommendations to Council as follows : 1 . Subdivision Map Act <br /> Revision . SB 1118 revises Subdivision Map Act to eliminate <br /> conflicts , ambiguities and uncertainties . It would provide <br /> greater regulation and control of subdivisions with respect <br /> to implementing local planning policy , as opposed to present <br /> regulation of "design " and "improvement " of subdivisions . <br /> Provides stronger enforcement provisions and broadens open <br /> space dedication authority and provides for reservation of lands <br /> for parks , recreational facilities , etc . According to infor- <br /> mation received , organized labor had joined certain developers <br /> and home builders in opposing this bill . Committee believed <br /> that such opposition reflects lobbying pressure by special <br /> 7/24/72 <br /> Reg . Mtg . <br />
