258 <br /> Minutes of Adjourned Regular Meeting <br /> Executive Session <br /> December 21 , 1972 5 : 00 p .m . <br /> City Manager ' s Office <br /> Mayor Keckley called the meeting to order at 5 : 00 p . m . <br /> ON ROLL CALL, the following were noted present : Councilmen Mary W . <br /> Henderson, Robert E . Norris , James S . Williams , and Mayor Paul C . <br /> Keckley . Councilman Marguerite Leipzig ( entered meeting at 5 : 02 p . m . ) ; <br /> Councilmen William C . Rhodes and Ray A . Weymouth were noted absent . <br /> Also noted present were City Manager James M . Fales , Jr . , City <br /> Attorney David E . Schricker , Assistant City Manager James M . Smith , <br /> Director of Public Works Richard J . Pusich , Richard Rivas , Urban <br /> Affairs Specialist , Personnel Director Michael Brock , and Deputy <br /> City Clerk Frances I . Reggetts . <br /> Fair Oaks Community Center (HUD ) , 2600 Middlefield Road . <br /> City Manager provided a brief review of factors delaying award of <br /> the project , and advised that a letter dated December 19, 1972 had <br /> now been received from a high enough official of HUD that he was <br /> certain of getting the additional grant requested , of $60 , 000 . <br /> This would raise the total HUD grant to $454 , 980 . An approved <br /> budget form revising the completion date of the project to November <br /> 1 , 1973 was included . The letter also spoke of City Council support <br /> as being an important factor in their decision to approve the <br /> additional amount . City Manager also advised that , in addition , <br /> application would be made to the County for an additional $12 , 000 , <br /> for Capital Improvement expenditure , over and above $12 , 000 <br /> previously agreed to for operating costs . He reported that the <br /> low bidder , Stevenson Pacific , Inc . , had shown excellent cooperation , <br /> particularly with respect to hiring minorities under the affirmative <br /> action provisions , and he recommended that the contract be awarded to <br /> Stevenson Pacific , Inc . He estimated that the $72 , 000 forthcoming <br /> from HUD and the County would probably not cover the total extent <br /> of the over-run so it was not known how much would have to be <br /> picked up by the City . Landscaping was not included in the project , <br /> and he indicated this would be included in the next budget , along <br /> with the over-run . <br /> In response to question by Councilman Henderson, it was indicated <br /> that because of weather conditions , there might be a delay in <br /> starting , but it was noted the project allows 300 calendar days for <br /> completion, after date of notice to proceed . <br /> 12/21/72 <br /> Adjd .
