432 <br /> Mayor Bury requested copies of this communication be referred to each <br /> member of the Housing Concerns Committee . <br /> 4 . League of California Cities , Peninsula Division , meeting notice for <br /> Friday, March 24th , Royal Coach Motor Hotel , San Mateo (Reservations <br /> requested to be made through City Clerk by March 17th ) . <br /> 5 . City of Norwalk , California , transmittal of their Resolution requesting <br /> State Legislature to revise the manner in which sales tax revenues <br /> are distributed . <br /> It was recommended by Council this be referred to Legislative Committee . <br /> 6 . Senator Arlen Gregorio soliciting Council ' s endorsement of Senate <br /> Constitutional Amendment ( SCA 2 ) which he has introduced for <br /> establishing an independent , non-partisan reapportionment commission . <br /> It was recommended by Council that this be referred to Legislative <br /> Committee . <br /> Mayor Bury noted receipt also of a Legislative Bulletin of the League of <br /> California Cities relating to AB 232 which would provide for paid leave <br /> far representatives of employee organizations for preparation with <br /> reference to "meet and confer " . City Manager added that the present law <br /> provides that representatives of employee organizations are entitled to <br /> reasonable paid leave for purposes of meeting and conferring . AB 232 <br /> would allow " reasonable time off " for these people to prepare their <br /> presentation , without standards as to what "reasonable " means . The League <br /> opposed the Bill , and City Manager indicated he agreed with them . Mayor <br /> Bury recommended that Council ' s position of opposition to this legislation <br /> be communicated to representatives in Sacramento . <br /> Councilman Keckley questioned the date of the proposed program for Youth in <br /> Goverment Day , set for April 12 , 1972 as given in program outline submitted <br /> by Mayor Bury , noting that it fell on the day following Municipal Election . <br /> Councilmen Weymouth and Williams also expressed valid reasons for conducting <br /> the program at a more appropriate time . Mayor Bury advised this was a <br /> continuing annual event , in cooperation with service clubs . Following <br /> discussion , Council asked that it be recommended to the committee that they <br /> consider a different date , preferably after May 1st , and Mayor Bury indicated <br /> he would relay this request (Memo 2 -29-72 ) . <br /> Councilman Petersen moved to accept COMMUNICATIONS and recommendations , seconded <br /> by Councilman Keckley and carried .
