<br /> A group from the area made presentation to the Board of Supervisors indicating
<br /> they would prefer the area be planned comprehensively prior to engineering
<br /> improvements . They would have opportunity to make a proposal at meeting on
<br /> June 10 at 2 : 00 p .m. The significance to the City was while unincorporated ,
<br /> it is within City ' s sphere of influence and if planning effort is made , some
<br /> incorporated portions of the City might be involved .
<br /> George Wolfson , 358 Lakeview Way, indicated
<br /> he was trying to get consideration for the
<br /> comprehensive planning for their community,
<br /> in order to deal with the problems in a way
<br /> that would preserve the values and that lack
<br /> of such planning would destroy those values .
<br /> Their proposal to the County would begin
<br /> with comprehensive plan and leave options
<br /> open prior to fixing any definitive engineering
<br /> problems .
<br /> Councilman Henderson moved to direct Mayor Bury to express by letter to the
<br /> Board of Supervisors , for their meeting of June 10 , 1971, Council ' s endorses
<br /> ment of the concept of comprehensive planning for Emerald Lake area, and
<br /> willingness of the City to participate in that planning , seconded by Councilman
<br /> Keckley and carried . ( MINUTE ORDER #71-103 ) Mayor Bury advised he would
<br /> communicate the action to the Board of Supervisors in time for their meeting .
<br /> Councilman Henderson requested a report on storm drain rates , and questioned
<br /> whether Gas Tax funds could be used for the purpose . Ci y anager pro tem
<br /> responded that those funds can be used for replacement of any and all grates
<br /> on all streets , either replacement or modification . He added that one of the
<br /> problems was to determine the ideal pattern of the grate , and suggested that
<br /> alternate approaches should be studied lest money be spent on something less
<br /> than ideal . He noted that Redwood Shores has no grates as such in the street ,
<br /> but that costs to implement those in Redwood City would be high . Councilman
<br /> Keckley suggested replacing the grates along the bicycle routes in City first ,
<br /> then replace others . Mayor Bury felt that while Staff is looking at grates , it
<br /> might also study bicycle routes , and recommended referring the matter to Traffic
<br /> Committee for report back on feasibility and areas of concern at the earliest
<br /> possible time . (Memo 6-8-71 )
<br /> Mayor Bury commented on the series of meetings held by Council to evaluate prospec -
<br /> tive candidates for City Manager position , and indicated that hopefully there
<br /> would be report within a few days to the community relative to the matter .
<br /> At request of Councilman Williams , City Manager pro tem reported briefly on Canyon
<br /> Road project , for which 7 acres of land had already been acquired , in addition
<br /> to about 12 acres of Hetch Hetchy right of way which City has obtained permission
<br /> to use for park purposes . Park and Recreation Commission at its last meeting
<br /> heard proposal by Mr . Ribera, of Ribera & Sue , for development of the area .
<br /> Residents of the area present indicated a preference for low intensity of
<br /> development , emphasizing open space character . Staff will be preparing for
<br /> Council consideration a resolution which would result in filing a letter of
<br /> intent for a State 50% matching grant . Responding to question , concerning
<br /> Woodside Road landscaping , he advised the weeds were down, and City also has
<br /> applied to the State for variance to their requirements that preclude planting of
<br /> any trees which would reach diameter of more than 4" maximum within 301 of the
<br /> right of way . If the variance is obtained , plans have already been prepared for
<br /> development of Woodside Road . He indicated if the variance was delayed , City
<br /> might invite bids for the landscaping in the meantime , with the item of trees as
<br /> an added option, so that at least work could be done on the irrigation system,
<br /> concrete work and grass .
<br /> Mayor Bury advised that there would be a meeting June 8, at 7 : 30 p .m. , Little
<br /> Theater , of the Citizens Golf Committee , James Knecht , Chairman, and anyone
<br /> interested was encouraged to attend .
<br /> Continued PUBLIC HEARING , Application of STANLEY C . SWARTZ CO . , for approval of
<br /> a Revised Planned Development Permit containing 40 single -family detached
<br /> dwellings , located in Redwood Peninsula, Quay Lane Lots 1 through 40, Dolphin
<br /> Subdivision No . 2 , in an "R-2 " ( Residential-Duplex) District , declared open
<br /> and affidavits of publication and mailing ordered filed . The matter had been
<br /> continued from Council meeting of May 24th at request of the applicant , without
<br /> opening the public hearing . Communications were read by City Clerk as follows
<br /> ( copies were submitted to Council ) :
<br /> Mrs . John P . Ryan, 457 Starboard Drive , favoring
<br /> the Planned Development Permit as now proposed .
<br /> American Housing Guild , 859 Cowan Road , Burlingame ,
<br /> endorsing the Planned Development Permit as now
<br /> proposed .
