175 Fire Chief stated that in his opinion, the building was not unsafe . Chief Building Official responded to question by Council to advise that tenants in this unit must be ambulatory, that the construction is to be fire -resistant and meet all Building Code requirements . Councilman Henderson indicated she felt the question of distance from shopping was valid , and suggested the routes of the mini -buses might be extended to alleviate the problem of distance to some degree . In response to question by Mr . Marceau as to where expansion would occur to provide additional parking , if necessary , William Royer , the applicant , referred to projected slide to indicate locations . Mr . Royer advised he was informed by the Housing Authority that the proposed parking was adequate , and he had site approval of both San Mateo County Housing Authority and HUD . He also indicated they would be putting in an over- sized elevator . Councilman Henderson questioned Condition No . 4 , " . . . only for occupancy of the units by the elderly and that , should this occupancy change , normal parking requirements shall apply , etc . . . " , and felt that the words , " through the Housing Authority " , should follow the word "elderly" . City Manager pro tem advised that it was the intention of the Planning Commission not to restrict use by the elderly only to those terms of the lease with the Housing Authority , but anticipated some day the lease may expire with the Housing Authority and not be renewed , in which case the developer would have the option of providing normal number of spaces for regular occupancy , or would be compelled to continue to rent to the elderly as defined in the terms of the parking exemption provisions of the Zoning Ordinance . Mrs . Ruggiero , 422 Vera Avenue , indicated concern regarding on- street parking , which spaces she said were already taken . She also referred to several beautiful oak and pine trees on the property which she hoped could be saved . Councilman Williams moved to close the public hearing, seconded by Councilman Keckley and carried . Councilman Rhodes moved to affirm the action of the Planning Commission and grant the Use Permit , seconded by Councilman Weymouth . At request of Councilman Henderson, Mayor Bury asked that the matter of the transportation situation in this area be reviewed by the Transportation Committee . (Memo 6-8-71 ) Motion carried .
