Council inquired as to the feasibility of leasing fire engines . City Manager <br /> advised that , while leasing administrative vehicles would not be in the best <br /> interests , lease of fire engines is available , and he recommended this <br /> procedure . He indicated a report would be forthcoming on this . (Memo 2 -12 -71) <br /> City Auditor-Accountant advised that a 5-year lease would cost about $72 , 000 <br /> o r just under $15 , 000 per year . City Manager reported another approach by <br /> the city of Scottsdale , Arizona , which involves obtaining a standard chassis , <br /> and adding the required components , with the result a saving of $22 , 000 on <br /> the equipment . <br /> The matter of the two Library positions and the effect of those vacancies on <br /> the level of service was discussed . Councilmen Rhodes and Williams objected <br /> to filling the vacancies , while Councilman Weymouth pointed out the positions <br /> were budgeted ones , and costs had been included in the tax rate . Councilman <br /> Henderson felt maintaining the library services was important , particularly <br /> since these relate to the taxpayer more than many of the services provided <br /> by the City . A factor pointed out by the City Manager was the cooperative <br /> library services , in which the City Library participates , which involves <br /> u se of the facilities by other cities . One of the cities is San Carlos , <br /> which , in lieu of a pay raise , gave tFs library employees an additional day <br /> off . This has resulted in a greater demand on Redwood City , since under <br /> the agreement , they must respond . ( Corrected to delete last two sentences , <br /> see Minutes 2 -22 -71 ) <br /> City Librarian described some of the difficulties due to closing the Main Library <br /> evening ( correction made at request of City Librarian 2/24/71 ) <br /> and Schaberg Branch one day per week , which he indicated would be alleviated <br /> by the filling of the two positions . Councilman Henderson recommended that <br /> the " freeze " on the professional librarian positions be removed . In support <br /> o f the recommendation , it was noted that if the existing positions remained <br /> vacant to the end of the fiscal year , they would be lost . It was also pointed <br /> out that Council had made the decision in the previous budget sessions that <br /> these were approved positions . It was noted that the Library and the City <br /> budgets were separate , and that the Library budget did not affect the City ' s <br /> tax rate limit . <br /> Mayor Bury felt that the question of filling the vacancies was a matter of <br /> administrative discretion , and City Manager should be given the latitude to <br /> decide .
