written consent of the City. Any changes to this Agreement shall be done in writing and <br />signed by the Contractor's Regional Vice President. <br /> <br />5.3 The City shall provide all relevant documentation in its possession to the <br />Contractor upon request in order to minimize duplication of efforts. The City's staff shall <br />work with the Contractor as necessary to facilitate performance of the services. The <br />City shall remain responsible for providing the following elements of the Photo Safety <br />Program. <br /> <br />5.4 The City shall provide all electrical power required by the Units, except that <br />Contractor shall be responsible for connecting the Unattended Housings to the source <br />of the electrical power. <br /> <br />5.5 City may elect from time to time to change the yellow signal phase at <br />intersections. City will not, however, modify traffic signal operations in effect at the time <br />of the proposal, without advising Contractor in advance of such change and without <br />consideration of the impact of the change on the Photo Safety Program. The City may <br />elect to offer a delay to violators at the start of the red signal phase, such that the <br />camera will not be activated until a given period after the light has turned red, but in no <br />case shall the delay exceed 0.3 seconds (three tenths of one second). <br /> <br />6.0 SCHEDULE <br /> <br />6.1 A Notice to Proceed will be issued to the Contractor upon receipt of a fully <br />executed Contract, insurance certificates and any other documentation required by this <br />Contract. <br /> <br />6.2 Within thirty (30) working days of receipt of the Notice to Proceed, the Contractor <br />shall proceed with validating violation rates at a minimum of five (5) possible red light <br />locations. The findings of such validations shall be presented to the City for review. <br /> <br />6.3 Within sixty (60) days of receipt of the Notice to Proceed, the Contractor shall <br />have operational at least one (1) unattended housing and one (1) red light camera for the <br />purpose of conducting the program's 30 day warning period. Only one Camera will issue <br />warning notices. Contractor shall not be held responsible for delays associated with <br />weather or permitting. <br /> <br />6.4 Within ninety (90) days of receipt of the Notice to Proceed, the Contractor shall <br />have operational the remaining four (4) unattended housings and remaining red light <br />cameras.
