Any changes to this Agreement shall be done in writing and signed by the Contractor's Regional Vice President. 5.3 The City shall provide all relevant documentation in its possession to the Contractor upon request in order to minimize duplication of efforts. The City's staff shall work with the Contractor as necessary to facilitate performance of the services. The City shall remain responsible for providing the following elements of the Photo Safety Program. 5.4 The City shall provide all electrical power required by the Units, except that Contractor shall be responsible for connecting the Unattended Housings to the source of the electrical power. 5.5 City may elect from time to time to change the yellow signal phase at intersections. City will not, however, modify traffic signal operations in effect at the time of the proposal, without advising Contractor in advance of such change and without consideration of the impact of the change on the Photo Safety Program. The City may elect to offer a delay to violators at the start of the red signal phase, such that the camera will not be activated until a given period after the light has turned red, but in no case shall the delay exceed 0.3 seconds (three tenths of one second). 6.0 SCHEDULE 6.1 A Notice to Proceed will be issued to the Contractor upon receipt of a fully executed Contract, insurance certificates and any other documentation required by this Contract. 6.2 Within thirty (30) working days of receipt of the Notice to Proceed, the Contractor shall proceed with validating violation rates at a minimum of five (5) possible red light locations. The findings of such validations shall be presented to the City for review. 6.3 Within sixty (60) days of receipt of the Notice to Proceed, the Contractor shall have operational at least one (1) unattended housing and one (1) red light camera for the purpose of conducting the program's 30 day warning period. Only one Camera will issue warning notices. Contractor shall not be held responsible for delays associated with weather or permitting. 6.4 Within ninety (90) days of receipt of the Notice to Proceed, the Contractor shall have operational the remaining four (4) unattended housings and remaining red light cameras. Contractor shall not be held responsible for delays associated with weather or permitting.
