PUBLIC HEARING - Consideration of amending water rates, basic service <br /> charges and rate structure. (Continued from August 30, 1993.) (1204-02) <br /> 1. Staff Report; <br /> REPORT: General Services Director, August 11, 1993 <br /> General Services Director Ingram presented the staff report and a <br /> synopsis of the presentation of August 30, 1993 describing the goals of <br /> the proposed water service and rates program: <br /> a. Balance the revenues and expenditures; <br /> b. Establish an annual allocation to the Capital Improvement Program; <br /> c. Establish an emergency system reserve; and <br /> d. Create an equitable distribution of costs across the entire water' <br /> system via the monthly basic charge. <br /> 2. Public Hearing (Continued open from August 30, 1993); <br /> At 1:41 P.M. Mayor Buchan announced that the public hearing had been <br /> continued open from August 30, 1993 to this date, and invited anyone who <br /> wished to speak to please do so. <br /> 3. Public Comment; <br /> The following people addressed the Council: <br /> a. Monte Gellatly, Glennan Drive, Redwood City, stated that the proposed <br /> changes to the current water program were unacceptable as they would <br /> discriminate against those water users who conserved water since 1988; <br /> and, in that same year the Council advised water rates would be <br /> lowered when the drought ended. Mr. Gellatly proposed a different <br /> water rate program beginning with a higher "Lifeline" unit schedule <br /> (the proposal is on file in the City Clerk Department.) Mr. Gellatly <br /> stated that if the proposed water program is passed, the initiative <br /> process should be used to overturn it; and, the utility tax should be <br /> overturned, too. <br /> b. Martin A. Hillerby, Oak Knoll Drive, Redwood City, also stated the <br /> "Lifeline" minimum unit was too low.
