174 <br />Minutes of Regular Meeting <br />Redwood City Council <br />April 27, 1970 7:30 P.M. <br />Pledge of Allegiance led by Councilman Rhodes. <br />Invocation led by Reverend John Francis, St. Peter's Episcopal Church, <br />ON ROLL CALL the following were noted present: Councilmen Dixon Arnett, Mary W. <br />Henderson, Paul C. Keckley, Herbert G. Petersen, William C. Rhodes, Ray A. Weymouth, <br />and Mayor Robert H. Bury. Also noted present were City Manager Howard C. Ullrich, <br />City Attorney David E. Schricker, Assistant City Manager Henry V. Burget, Deputy <br />Police Chief Joel Mansfield, Fire Chief John Keller, Chief Building Official <br />Charles Gyselbrecht, Planning Director Ken Schroeter, City Treasurer Harriet Drivon, <br />Personnel Director Alfred Wiers, Secretary to the City Manager Patricia Valentine, <br />and Secretary Frances Ozzanto, <br />Councilman Weymouth moved to approve Minutes of Regular Meeting of April 20, 1970, as <br />mailed, subject to omissions or corrections. Councilman Henderson noted the closing <br />paragraph in discussion under Report and recommendation, CATV, "....question of <br />billing methods, and Staff was requested to respond relative to the possibility of <br />billing in advance," was in error, and stated her intent was "objection to the <br />technique of billing in advance". With that exception, Councilman Henderson <br />offered the second, and motion carried. <br />PUBLIC HEARING, Resolution of Intention to abandon spur track easement in Lot 7, Block 5, <br />Redwood Industrial Tract No. 2 (Land Development and Investment Company), declared <br />open and affidavits of publication and posting ordered filed. Council Resolution <br />of Intention No. 6256 adopted April 6, 1970, set public hearing for this date. <br />There being no communications or oral protests, Councilman Petersen moved to close <br />the public hearing, seconded by Councilman Arnett and carried. <br />Councilman Keckley moved to adopt RESOLUTION NO. 6275 VACATING AND ABANDONING SPUR <br />TRACK EASEMENT, seconded by Councilman Arnett and carried on roll call vote. <br />PUBLIC HEARING, Abatement of Nuisance, 850, 852, 854 Main Street (Peterson Hotel), <br />declared open and affidavit of posting ordered filed. As a point of personal <br />privilege, Councilman Arnett indicated he would prefer to abstain from any vote <br />on this matter, inasmuch as the building in question was under half -ownership of <br />one of his opponents in the forthcoming election for State Assemblyman. Councilman <br />Petersen moved to accept the point of privilege, seconded by Councilman Henderson <br />and carried. (MINUTE ORDER #70-73) <br />Mr. Gyselbrecht, Chief Building Official, was sworn in by Mayor Bury, then proceeded <br />to show a number of slides depicting various unsafe conditions existing in the <br />building, as well as sketches of floor plans. He stated the two stores occupying <br />the ground floor were now -vacant. He described the limited egress for occupants <br />of the second floor, the inadequate and unsafe heating, the source of which was a <br />single, console gas heater in the lobby which was intended to heat all rooms. <br />Other pictures showed damage to exterior walls, evidence of broken plumbing <br />pipe, since repaired, deteriorated flooring, makeshift electrical wiring, <br />deteriorating main water heater, and a number of other violations. Chief Building <br />Official then presented his official report and findings based on investigations <br />
