192 <br />Planning Director reviewed previous zoning designations of the area at request <br />of Council, advising also that application to rezone the parcel in question to <br />"CN" was made early in 1968 by Clyde Henry, but was denied by Planning Commission, <br />and denial was not appealed to Council. Motion to close public hearing carried. <br />Councilman Weymouth quoted the "purpose of the CN Neighborhood Commercial District, <br />to provide centers for convenience shopping in the residential neighborhoods <br />planned and controlled to the extent that such centers will perform a vital <br />service to the neighborhoods and become integral parts thereof", and stated <br />his belief that there is a great vacancy factor throughout the City, and did <br />not see the need to extend Commercial Neighborhood zoning in this case. <br />Councilman Weymouth therefore MOVED TO AFFIRM ACTION OF PLANNING COMMISSION AND <br />DENY REZONING APPLICATION, seconded by Councilman Henderson, adding comment <br />taken from Goals for Redwood City of the Citizens Advisory Committee which <br />included belief that City government should enforce existing regulations. <br />Councilman Arnett noted the conflicting testimony, and stated that the ,judgment <br />Council should be making had to do with whether "CN" was the appropriate <br />designation as opposed to "PO", taking into consideration service to economy <br />of the area, and effect on appearance of the area. He pointed out applicant <br />could not be held to a "pretty picture", and that the basic decision was a <br />Planning one, i.e., "CN" versus "PO". He stated he was opposed to the motion <br />as presented. Councilman Keckley indicated that Planning Commission should be <br />asked to institute proposal to rezone the end parcel, as well as the one under <br />consideration, as it appeared from the record there had been a series of <br />extensions of "CN" along the strip, down to the two remaining lots. He felt <br />both lots should be reviewed and a recommendation made as to whether to leave <br />in present zoning district, or change both to "CN", the end lot being such that, <br />left the only "PO" District in the area, it would be difficult to place a <br />professional building there. He favored denying the application, and referring <br />back to Planning Commission for study and recommendation back to Council. <br />Mayor Bury commented on personal inspection of the shopping center with regard <br />to office space available, and agreed that the end parcel would be substandard <br />in terms of commercial development. <br />Motion to affirm action of the Planning Commission and deny the application <br />lost on roll call vote, Councilmen Arnett, Petersen, Rhodes and Mayor Bury <br />voting no; Councilmen Henderson, Keckley and Weymouth voting yes. <br />Councilman Arnett then moved to REVERSE ACTION OF THE PLANNING COMMISSION AND GRANT <br />APPLICATION TO REZONE from "PO" to "CN" by introduction of Ordinance to amend <br />the Zoning Map, seconded by Councilman Petersen. <br />
