<br />Councilman Arnett directed to Planning Director a question concerning the
<br />Commission's report which referred to the Citizens Advisory Committee's
<br />goals recommending high density development to be located more closely to
<br />the downtown core area. Planning Director responded that it should be
<br />understood the Citizens Advisory Committee had not considered the proposal
<br />under consideration, and therefore, any inference they would favor it
<br />would be misleading. As he understood the goals, the Committee was against
<br />such development in outlying areas, and favored promoting high density
<br />development near downtown, where studies had shown that families residing
<br />near downtown account for more than 50% of that area's purchasing activity,
<br />while residents on Rolison Road do less than 30%. While this industrially
<br />zoned land does remain vacant, he foresaw problems if, at some future point
<br />when it becomes needed, it is no longer available. The Planning Commission
<br />was not opposed to the development, but was opposed to this location for it.
<br />They also recognized the economics, in that Downtown property is more
<br />expensive.
<br />Planning Director responded to additional questions from Council, advising
<br />that relative to depth of the property, there are many industrial developments
<br />on shallower parcels. He indicated locations of R-5 zoning; i.e., Brewster
<br />at Whipple, some property adjacent to Sequoia High School, and two smaller
<br />areas southeast of downtown and Marshall Street apartment development.
<br />Councilman Henderson moved to close the public hearing, seconded by Councilman
<br />Weymouth and carried.
<br />Councilman Petersen moved to REVERSE the action of the Planning Commission and
<br />grant rezoning as requested, seconded by Councilman Weymouth, Councilman
<br />Petersen spoke in justification of his motion. Councilman Henderson stated
<br />she was opposed to the motion, and quoted portion of Planning Commission report
<br />which expressed reasons for their objection to the rezoning, Councilman
<br />Keckley spoke in favor of the motion and felt changing the zoning to R-5,
<br />if the development is well planned, would provide an attractive buffer for
<br />the adjacent existing homes, Mayor Bury agreed, indicating zoning to R-5
<br />would be logical and to the benefit of the residential area on one side,
<br />as well as to the industrial on the other, There was brief discussion
<br />relative to proposed density ordinance recently under consideration and
<br />which failed to pass, as it would have related to the matter under discussion
<br />and it was indicated that without a Use Permit the development would have been
<br />limited to 110 dwelling units, although with a Use Permit, the proposal would
<br />come within the restrictions. Councilman Arnett indicated that since he had
<br />supported that ordinance restricting density, it would be inconsistent for
<br />him to approve this application,
<br />Motion carried on roll call vote, Councilmen Keckley, Petersen, Weymouth and
<br />Mayor Bury voting yes; and Councilmen Arnett, Henderson, and Rhodes voting no,
<br />Councilman Keckley moved to introduce Ordinance adding Section 60,4.1 to Ordinance
<br />No. 1130, rezoning property in the vicinity of Second Avenue and Broadway,
<br />seconded by Councilman Petersen and carried on roll call vote, Councilmen
<br />Keckley, Petersen, Weymouth and Mayor Bury voting yes; Councilmen Arnett,
<br />Henderson and Rhodes voting no.
