<br />it was meant to authorize selling bonds immediately, fund could be cut in
<br />half as architects' fees would be paid by bond funding, but if not going
<br />to bond issue this year, funds for fees to architects would be necessary to
<br />keep
<br />the project continuing.

<br />questioning on accounting methods for this project, Councilman Petersen
<br />moved to amend motion to cut proposed funding of $245,215 in half, or to an
<br />amount of approximately $122,607.50. After discussion concerning propriety
<br />of amendment, original motion to delete $200,000 from this fund lost on roll
<br />call vote, Councilmen Arnett, Keckley, Petersen, Weymouth, and Mayor Bury
<br />voting no, Councilmen Henderson and Rhodes voting yes.
<br />Motion to delete $122,500 from this fund then carried on roll call vote,
<br />Councilmen Arnett, Henderson, Keckley, Petersen, Weymouth, and Mayor Bury
<br />voting yes, Councilman Rhodes voting no.
<br />In replying to amount of $2,733 left in other account under Capital Improvement
<br />Projects, forward to 1970-71 pertaining to Civic Center project, Councilman
<br />Henderson moved to delete this fund, seconded by Councilman Rhodes. Auditor
<br />stated this amount might not total this amount if other minor expenditures
<br />were made under this account, since this was amount remaining as of April 30th.
<br />Motion lost on roll call vote, Councilmen Arnett, Henderson, and Rhodes voting
<br />yes, Councilmen Keckley, Petersen, Weymouth and Mayor Bury voting no.
<br />After discussing accounting of funds now available since reductions now
<br />authorized that would be possible to return to General Funds, since now
<br />unallocated, Councilman Henderson moved to return to the General Fund the
<br />amount of $181,800 for purpose of reducing the tax rate increase, seconded
<br />by Councilman Rhodes. After discussing concerning this might not be the time
<br />to transfer this sum to the General Fund in view of other aspects to be
<br />considered, motion lost on roll call vote, Councilmen Keckley, Petersen,
<br />Weymouth and Mayor Bury voting no, Councilmen Arnett, Henderson, and Rhodes
<br />voting yes.
