262 <br />Mayor Bury then ordered that Council adjourn to Executive Session for discussion <br />of specific personnel matters and announced that all decisions would have to be <br />determined when Council reconvened to regular meeting. Meeting adjourned at <br />1:25 P.M. <br />Adjourned regular meeting reconvened at 2:00 P,M. <br />Budgeted Reserves (Account 489) <br />Councilman Henderson noted Budgeted Reserves had been increased from $200,000 —. <br />in the previous year to $275,000, and moved to delete $75,000 to retain the <br />$200,000 in the present budget, seconded by Councilman Arnett, and carried <br />on roll call vote, Councilmen Arnett, Henderson, Keckley, and Rhodes voting <br />yes; Councilmen Petersen, Weymouth and Mayor Bury voting no. Councilman Arnett <br />moved to reduce Budgeted Reserves to amount of $1.00 with view in mind this fund <br />will be replenished within a reasonable amount of time by virtue of reorgani- <br />zation, attrition in personnel and possibly even a reduction in personnel, <br />seconded by Councilman Henderson. Discussion held on theory of this motion <br />in that it might be an effective tool which Council has right to do for <br />effecting the reduction of a potential tax increase. Also would indicate <br />expectation that reorganization may well include layoffs, depending upon <br />recommendation made after a professional study has been concluded and justi- <br />fication substantiated. After further discussion second to this motion with- <br />drawn. <br />After further discussion as to replenishment expected to be made to Budgeted <br />Reserves if reduction effected in this proposed Budget for coming year, Council- <br />man Henderson moved that the $200,000 Budgeted Reserves as now approved, be <br />reduced to $100,000 seconded by Councilman Arnett, and lost on roll call vote, <br />Councilmen Arnett, and Henderson voting yes, Councilmen Keckley, Petersen, <br />Rhodes, Weymouth, and Mayor Bury voting no. <br />Councilman Rhodes thereafter moved that Budgeted Reserves as approved at $200,000 <br />be reduced another $50,000 for a total of $150,000 with the expectation that <br />this account be refunded by sums anticipated to be available through attrition <br />and reorganization of personnel, seconded by Councilman Keckley and carried <br />on roll call vote, Councilmen Arnett, Henderson, Keckley, Rhodes, and <br />Weymouth voting yes, Councilmen Petersen and Mayor Bury voting no. <br />Discussion held concerning accountings to this point on which definite action <br />had been taken to reduce proposed Budget and decrease the anticipated tax — <br />rate increase. Discussion also held concerning the ratio established on <br />amount of sales tax funds to be transferred to General Fund. <br />
