SB 758, SB 1117, and AB 1709 provide for State-wide <br />control of CATV operations, including control over franchise fees and other <br />rates to be charged, resulting in real or potential conflicts with existing <br />franchises issued by local agencies for CATV service. Committee recommended <br />opposition. <br />9. Brown Act, AB 1145 would amend the Government Code relative to executive <br />sessions of legislative bodies to require that, prior to holding any such <br />executive session, the reason for and subject of such session must be announced. <br />Legal implications as to penalties which might result from unintentional failure <br />to comply with provisions, as well as adverse effects on legal matters affecting <br />the local agency compel the Committee to recommend opposition. <br />10. Civil Disturbances - Reimbursement of Costs. AB 1562 would amend Education <br />Code to require full reimbursement of local agencies rendering police, sheriff, <br />or fire department assistance in controlling civil disturbances on college <br />or university campuses, Committee recommended support of AB 1562, <br />Councilman <br />Henderson <br />advised <br />that <br />the next Legislative <br />Committee meeting would <br />be on June <br />16, 1970, <br />at 7:30 <br />a.m., <br />and concluded with <br />request that Council approve <br />the report and support the recommendations, <br />Councilman Weymouth moved to approve Legislative Committee report and authorize <br />implementation of recommendations, seconded by Councilman Rhodes and carried. <br />(MINUTE ORDER #70-110 <br />Councilman Henderson moved to adopt RESOLUTION N0. 6320 REQUESTING THAT VISTA POINT <br />DEVELOPMENT BE INCLUDED AS A STANDARD PROCEDURE IN THE DESIGN OF FREEWAYS AND <br />SCENIC HIGHWAYS, seconded by Councilman Petersen and carried on roll call vote. <br />Councilmen Arnett and Keckley noted absent. <br />Report and Recommendation - City participation in 1970 San Mateo County Floral & <br />Fiesta Display, City Manager advised that the position expressed in his report <br />to Council had not changed, that the City not participate this year, He <br />acknowledged the desirability of participation, and also the fine record of the <br />Park Department in winning awards, but in view of the budgetary situation and <br />as an economy matter, the recommendation this year is not to participate, <br />
