280 <br />Chief Building Official responded to questions by Council, which included <br />concern as to depth of water evident in the pictures under the structures, <br />as well as with regard to weeds and debris that might remain. Chief <br />Building Official indicated depth of water was unknown, but estimated to <br />be about one foot maximum; however, this will be followed up to determine <br />whether hazard exists. The existing ordinance relating to junk and to weed <br />abatement, he felt, would insure compliance, although the abatement order <br />includes removal of all debris. Councilman Henderson also questioned whether <br />water and sewer hookups were proper. Chief Building Official advised unsuccess- <br />ful effort had been made to locate connection of the sewer into City lines <br />although the concern was from the standpoint of lack of sanitary facilities, <br />rather than whether connection was to City lines or not. The matter of <br />water and sewer connections, he felt, would be for investigation by the <br />proper Departments. <br />Fire Marshall advised there had been a 2" water line previously; however, <br />service, including a hydrant, had since been cut off. <br />At the request of City Attorney, the Fire Marshal was sworn in by the City <br />Clerk, to pertain to testimony already given. <br />Also as requested by City <br />Attorney, <br />the document <br />entitled "Tannery Property <br />Abatement Proceedings" was <br />ordered <br />received into <br />evidence. <br />Councilman Petersen moved to close the public hearing, seconded by Councilman <br />Keckley and carried. <br />Councilman Keckley moved to adopt RESOLUTION N0. 6321 DECLARING STRUCTURES <br />LOCATED ON ASSESSOR'S PARCEL NO. 052-385-010 (FRANK'S TANNERY) IN THE CITY <br />OF REDWOOD CITY TO BE A PUBLIC NUISANCE, DIRECTING THE OWNERS TO ABATE SAID <br />NUISANCE, AND ORDERING THE EXPENSE OF ABATEMENT TO BE MADE A LIEN UPON THE <br />LAND IN THE EVENT THE NUISANCE IS NOT ABATED BY THE OWNER, seconded by <br />Councilman Petersen, and carried on roll call vote. Councilman Henderson <br />noted comments concerning water tower and chain, and felt inspection on that <br />particular aspect should be made by Building Official. <br />PUBLIC HEARING, BUDGET, for the Fiscal Year July 1, 1970 - June 30, 1971, declared <br />open and affidavit of publication ordered filed. Communications were reported <br />received from the following: <br />DeWitt C. Warren, 1093 Eden Bower Lane, urging no increase <br />in city property taxes, and expressing objections to plans <br />for future civic center complex. (Copies submitted to <br />Council) <br />
