93 <br />Councilman Weymouth stated he had reconsidered, and would therefore move to <br />support the Staff recommendation for City funding of the qualification publication. <br />Mayor Bury relinquished the Chair to Vice Mayor Petersen in order to offer the <br />second. Motion lost on roll call vote, Councilmen Weymouth and Mayor Bury <br />voting yes, Councilmen Petersen and Rosselli voting no, Councilmen Henderson <br />and Keckley abstaining and Councilman Arnett noted absent. <br />Councilman Petersen suggested that the item be held until all seven members <br />are present, and Councilman Henderson pointed out that, because the first day <br />for filing by candidates would be January 29th, or prior to the next Council <br />meeting, possibly it would be preferable to consider the matter at budget time. <br />After brief discussion, Councilman Henderson moved to have considered at budget <br />the matter of whether City should fund candidates' qualification statements, <br />seconded by Councilman Petersen and carried. (MINUTE ORDER # 70-25) <br />Councilman Keckley moved to adopt ORDINANCE NO. 1130.109 ADDING SECTION 60.13.3 TO <br />ORDINANCE N0, 1130, THE REDWOOD CITY ZONING ORDINANCE, REZONING PROPERTY IN THE <br />VICINITY OF EDGEWOOD ROAD AND UPLAND ROAD, seconded by Councilman Weymouth <br />and carried on roll call vote, Councilman Arnett being noted absent. <br />ACCOUNTS PAYABLE Nos. 76040 to 76322, inclusive, totaling $545,710.83 approved on <br />motion of Councilman Keckley, seconded by Councilman Weymouth and carried. <br />COMMUNICATIONS: <br />Mr, and Mrs. Larry Shade, 22 Arch Street, No -5, <br />Redwood City, protesting recently enacted ordinance <br />relating to parking camper vehicles. <br />Mayor Bury indicated that review of certain provisions of this ordinance <br />might require consideration, such as relaxing the requirements as to permissible <br />hours, since it appears to be resulting in hardship in certain instances. He <br />felt the Ordinance Review Committee should review this ordinance. It was <br />agreed by other Councilmen that valid complaints have been received, and it was <br />felt that after a reasonable trial period, the ordinance should be reconsidered <br />on certain points. <br />Councilman Keckley asked for a report from the Police Chief concerning citations, <br />noting that it was his understanding only a warning would be issued on the first <br />offense. Police Chief stated that when the ordinance became effective on <br />j December 23rd, the departmental order was that a 30 -day public relations effort <br />would be observed, and for that period, only non -punitive citations would be <br />issued relating to this ordinance, as well as for violations on parking on <br />the wrong side of the street. He stated the 30 -day period was now over and <br />punitive citations will be issued, but that the Department is finding good <br />compliance on both types of violations. <br />Mayor Bury requested a review of the "camper ordinance" in three months.
